Decentralization of authority in the fields of culture, sports and tourism

Decentralization and division of authority of local authorities into 2 levels in the fields of culture, sports and tourism.

This Circular provides for the decentralization and division of authority of local authorities at two levels in the fields of culture, sports and tourism ; the order and procedures for implementation when decentralizing and dividing authority.

Decentralization in the field of culture, sports and tourism

Regarding the organization of mass sports competitions, the Circular stipulates the following decentralization: The organization of regional, continental and world- level sports competitions in Vietnam for people with disabilities; national mass sports competitions prescribed in Clause 3, Article 13 of the Law on Physical Training and Sports, amended and supplemented by the Law on amending and supplementing a number of articles of the Law on Physical Training and Sports, is decided by the Vietnam Department of Physical Training and Sports.

Organizing high-performance sports competitions

The organization of championship competitions, youth championship competitions for each sport at regional, continental and world levels held in Vietnam; national championship competitions, annual national youth championship competitions for each sport specified in Clause 2, Article 38 of the Law on Physical Training and Sports amended and supplemented by the Law on amending and supplementing a number of articles of the Law on Physical Training and Sports shall be decided by the Vietnam Department of Physical Training and Sports.

Issue the rules of the sport

The decision to promulgate the competition rules of a sport or the decision to apply the competition rules of a sport promulgated by an international sports federation as prescribed in Clause 2, Article 38a of the Law on Physical Training and Sports, amended and supplemented by the Law on amending and supplementing a number of articles of the Law on Physical Training and Sports, is decided by the Vietnam Sports and Physical Training Department.

Approval of the Charter of high-performance sports competitions

The approval of the Charter of high-performance sports competitions stipulated in Clause 2, Article 39 of the Law on Physical Training and Sports is amended and supplemented by the Law amending and supplementing a number of articles of the Law on Physical Training and Sports, decided by the Vietnam Sports and Physical Training Department.

The approval of the Charter of high-performance sports competitions in cases where a national sports federation has not yet been established as prescribed in Clause 3, Article 39 of the Law on Physical Training and Sports, amended and supplemented by the Law on amending and supplementing a number of articles of the Law on Physical Training and Sports, shall be decided by the Vietnam Sports and Physical Training Department.

Re-register publishing activities

The re-registration of publishing activities of publishing establishments as prescribed in Clause 2, Article 18 of Circular No. 01/2020/TT-BTTTT dated February 7, 2020 of the Minister of Information and Communications detailing and guiding the implementation of a number of articles of the Publishing Law and Decree No. 195/2013/ND-CP dated November 21, 2013 of the Government detailing a number of articles and measures to implement the Publishing Law, amended and supplemented by Circular No. 23/2023/TT-BTTTT dated December 31, 2023 of the Minister of Information and Communications, shall be carried out by the People's Committee of the province where the publishing establishment has its head office or branch.

Adjusting and supplementing information in the license to establish a representative office of a foreign publisher or foreign publication distribution organization

Adjusting and supplementing information in the license to establish a representative office when there is a change in the provisions of Article 21 of Circular No. 01/2020/TT-BTTTT amended and supplemented by Circular No. 23/2023/TT-BTTTT shall be implemented by the Provincial People's Committee.

This Circular takes effect from July 1, 2025.
