On May 29, the Gia Lai Provincial Inspectorate concluded its inspection of the implementation of legal provisions on anti-corruption and the management and use of funding sources for the 2019-2022 period at the People's Committee of Pleiku City.
Accordingly, through inspection of budget management and use, the Provincial Inspectorate discovered a series of violations in budget management and use at 10 specialized departments, 8 communes and 6 schools in the city.
Notably, the Management Board of Construction Investment Projects of Pleiku City committed violations amounting to more than 2.8 billion VND. The main responsibility for the above violations and limitations belongs to the leaders, accountants and related individuals.
The remaining 9 departments and offices, including: Office of the City People's Council - People's Committee, Department of Finance - Planning, Department of Natural Resources & Environment, Department of Urban Management, Department of Economy, Department of Home Affairs, Department of Labor, War Invalids & Social Affairs, Department of Education & Training, Center for Culture - Information and Sports of Pleiku City also committed violations, with a total amount of over 650 million VND. Of which, the Department of Home Affairs spent many contents in violation of regulations and had to recover and pay to the budget a total amount of nearly 200 million VND.
Bien Ho Commune People's Committee has accepted and settled a number of construction works that did not comply with regulations with a total amount of more than 460 million VND.
There were also many violations in the management and use of the budget in 8 communes in the city. Typically, Bien Ho commune accepted and settled a number of construction projects that did not comply with regulations with a total amount of more than 460 million VND. Bien Ho commune People's Committee also changed the construction location without consulting the competent authority. The Provincial Inspectorate recommended that the City People's Committee inspect and handle the case according to regulations.
Next is Tan Son Thanh commune, settling a number of construction projects that did not comply with regulations for the amount of 230 million VND. In addition, at 6 secondary schools in Pleiku city, the preferential allowances for management staff were not in accordance with regulations, totaling more than 81 million VND.
The total amount of violations in budget management and use at 10 specialized departments, 8 communes and 6 schools in the city is more than 4.64 billion VND.
In response to the above violations, the Provincial Inspectorate recommends and requests the Chairman of the People's Committee of Pleiku City to organize a review, rectify and overcome shortcomings and limitations in implementing anti-corruption measures; shortcomings and limitations in budget management and operation and in the implementation of the Investor's inspection and supervision responsibilities for construction investment work in the city, allowing violations and limitations to occur.
In addition, the Provincial Inspectorate also recommended that the Chairman of Pleiku City direct the agencies and units under the City People's Committee to organize a review, handle responsibilities, rectify and overcome violations and limitations in the management and use of financial resources. At the same time, organize and direct the agencies and units to collect and pay the amount of violations of more than 4.6 billion VND.
