Promoting the effectiveness of the "Skilled Mass Mobilization" movement

The "Skilled Mass Mobilization" movement in Quang Ninh has been clearly effective, creating a spreading effect, contributing to strengthening people's trust and building a strong great unity bloc. In the 2020-2025 term, linking the movement with the implementation of socio-economic development tasks has played an important role in the journey of building Quang Ninh province to become increasingly rich, beautiful and civilized.

To concretize the Party's policies and viewpoints on mass mobilization work, the Provincial Party Committee has led the implementation of mass mobilization work in association with the realities of localities. From there, it has focused on leadership and direction in innovating mass mobilization work, creating unity and consensus among the people in promoting the strength of great solidarity.

Party committees and party organizations under the province also focused on leadership, issued specific documents and effectively implemented mass mobilization work. Mass mobilization work has increasingly spread strongly, arousing the will of self-reliance, self-improvement and sense of responsibility of the people, thereby maintaining political stability and social order and safety.

With the motto of focusing on the grassroots, bringing cadres and party members closer to and taking better care of people's lives, Party committees at all levels have organized a series of Party cell meetings associated with social criticism, attracting the participation of a large number of Party cell secretaries, village and ward chiefs and heads of front work committees, thereby promptly resolving people's concerns, strengthening trust and creating high social consensus.

In Binh Son Dong area, Binh Duong ward (now An Sinh ward) has actively mobilized people to contribute funds to renovate and upgrade the road from National Highway 18A to Binh Son Dong area connecting with Nguyen Hue commune (now Dong Trieu ward) with a total length of 810m, creating favorable conditions for people to travel, contributing to changing the appearance and landscape of the environment to become increasingly green, clean and beautiful.

To complete the project, in addition to the budget of Dong Trieu City (old) supporting more than 2 billion VND, the people in the area contributed more than 1.3 billion VND, equivalent to 1.2 million VND/person. This is a fairly high contribution compared to the income of people in rural areas, not to mention that there are households with up to 8-9 people. However, with active participation, by October 2024, the project was completed and put into use, replacing the previous narrow and degraded road.

In order for the emulation movement to be widely deployed and bring about practical results, localities have promoted propaganda work to raise awareness among cadres, party members and people about the meaning and importance of mass mobilization work and the emulation movement to be skillful. At the same time, the role and responsibility of leadership and direction of Party committees at all levels, authorities, the Fatherland Front, and socio-political organizations in replicating, maintaining and sustainably developing good models and creative ways of doing things have been strengthened.

In building the new rural areas, the provincial Fatherland Front has thoroughly disseminated and propagated to front officials and socio-political organizations from the province to the grassroots. In the period of 2021-2025, the whole province organized more than 580 meetings and conferences, attracting over 87,000 participants, creating unity in awareness and action.

The Fatherland Front at all levels has also strongly mobilized socialized resources to support poor, near-poor households and families with housing and livelihood difficulties. In the 2021-2025 period alone, the whole province has mobilized over 84.7 billion VND from businesses, organizations and individuals to build and repair 1,724 houses, 860 sanitary works; installed nearly 13,800 light bulbs in the "Lighting up the countryside" movement with a total cost of over 3 billion VND. In addition, the integration of national target programs has brought in over 145 trillion VND in capital, affirming the people's role as the main subject in building new rural areas.

Not only promoting effectiveness in the field of new rural construction, the "Skilled mass mobilization" movement has also been concretized in many key tasks, especially the work of site clearance. With the motto "going to every alley, knocking on every door", mass mobilization officers have directly met, listened and answered people's questions, creating high consensus. Thanks to that, many peak campaigns have been successful such as: "Completing site clearance for Van Don - Mong Cai expressway project in 30 days and nights (after adjustment)", "150 days and nights of site clearance for the high-speed riverside road connecting Ha Long - Hai Phong expressway with Dong Trieu town", or "15 days and nights of site clearance for provincial road 342 connecting Ha Long - Ba Che - Lang Son".

By 2024, the whole province will have 2,428 "Skilled Mass Mobilization" models registered to be built in the fields of economy, culture - society, national defense, security, and political system building; of which 1,400 models of 1,179 collectives and 221 individuals will be recognized. In 2025, agencies, units, and localities will continue to promote the "Skilled Mass Mobilization" emulation movement, closely following Resolution No. 31-NQ/TU of the Provincial Party Committee, the theme of the year's work: "Breakthrough in economic development, creating momentum for the new term", associated with studying and following the ideology, morality, and style of Ho Chi Minh; towards welcoming the Party Congresses at all levels, the 16th Provincial Party Congress, and the 14th National Party Congress.

It can be seen that the mass mobilization work has contributed to the completion of the province's socio-economic development goals, targets and tasks. Over the past 5 years, despite being severely affected by the Covid-19 pandemic or natural disasters, Quang Ninh's economy has maintained a high and stable growth rate. The scale of the economy has increased rapidly; transport, urban, tourism and service infrastructure has been invested synchronously and modernly; the investment and business environment has continued to improve, ranking at the top of the country for many consecutive years in terms of provincial competitiveness index and honest, creative and people-serving government. In 2024, the province's GRDP per capita will reach 10,272 USD, more than 2.1 times the national average.

In particular, the province has completed the new rural construction program at all 3 levels early, reaching the finish line 3 years ahead of the national target program for sustainable poverty reduction for the period 2021-2025 and there are no more poor or near-poor households according to the province's criteria. Many targets have been completed and exceeded such as: The annual rate of handling complaints and denunciations reaches 85% of the received cases; 100% of people's files are returned in advance and on time; on average, each year, the total number of poor ethnic minority households in the province is reduced by at least 15%; each village, hamlet, and neighborhood has at least 2 effective self-management models associated with improving the quality of associations and unions in the community...

Mass mobilization work as well as the "Skilled Mass Mobilization" movement have made an important contribution to the development achievements of Quang Ninh in the 2020-2025 term: Mobilizing resources, promoting the completion of the national target program on new rural construction, supporting social security and creating consensus among the people. This is also the foundation for the province to enter the new term with high determination, striving to become a modern service and industrial province, an international tourism center, towards the goal of becoming a centrally-run city by 2030.
