Comprehensive and sustainable agricultural and rural development

Over the past 3 years, Resolution No. 19-NQ/TW dated June 16, 2022 of the Party Central Committee on agriculture, farmers and rural areas to 2030, with a vision to 2045 (Resolution No. 19-NQ/TW) has been implemented synchronously and drastically and achieved many positive results, creating clear changes in awareness and action. Thanks to that, the particularly important role of agriculture, farmers and rural areas has been promoted.

Clear transformation

According to the Ministry of Agriculture and Environment , Resolution No. 19-NQ/TW has been seriously and actively implemented by the entire political system, creating unity in perception and action. Accordingly, many innovative mechanisms and policies have been issued, mobilizing resources for agricultural and rural development, receiving the support and response of the people. Agriculture has been restructured substantially and more effectively, positively changing according to the strengths of regions and market needs, proactively adapting to climate change. The whole industry has changed its thinking from production to agricultural economy, from single-sector development to cooperation, multi-sector development, multi-value integration; shifting from agricultural supply chains to developing commodity chains.

The rural landscape is changing, narrowing the gap with urban areas, improving people's lives comprehensively, and the essential infrastructure system in rural areas is being completed and gradually modernized. Farmers are increasingly becoming more knowledgeable and professionalized; clearly promoting their role as development subjects in rural areas. Many synchronous tasks and solutions in managing and effectively using resources; adapting to climate change, and reducing greenhouse gas emissions are being actively implemented...

After more than 3 years of implementing Resolution No. 19-NQ/TW, 14/14 targets ensure progress in achieving the goals by 2030. Of which, 2 targets were exceeded; 8 targets are likely to be achieved and exceeded; 4 targets need to strive for and have breakthrough and effective solutions to achieve the goals by 2030. Notably, the GDP growth rate of the agricultural sector is estimated to increase by 4% for the whole year of 2025, exceeding the target for 2030 (3%/year). The growth rate of rural industry and services is estimated to reach an average of 7.5-8.5% per year in the 2022-2025 period and is expected to reach and exceed the target of over 10% by 2030. The rate of communes meeting new rural standards nationwide by the end of June 2025 reached 79.3%, closely following the target of 80% for 2025. Of which, 42.2% of communes met advanced new rural standards, exceeding the target of 40% for 2025; 51% of districts met new rural standards, exceeding the target of 50% for 2025...

For Can Tho City, after 3 years of implementing Resolution No. 19-NQ/TW, the political system's awareness of the position and role of agriculture, farmers and rural areas has been raised. Agricultural production has changed positively from small-scale production to commodity production, concentrated production, forming raw material areas associated with processing, scientific and technical advances have been increasingly applied in production, contributing to improving productivity, quality and added value of products. Rural infrastructure has been invested in and built synchronously, the rural appearance has increasingly improved, and the material and spiritual life of rural people has been improved.

Can Tho City is building a key fruit production area and forming branded products and concentrated production areas with an area of ​​about 12,673 hectares; granting 199 growing area codes with a total area of ​​2,673 hectares on key crops. Livestock has clearly changed in production organization, currently there are 1,110 livestock and poultry farms and about 90,000 livestock and poultry households. There are 34 livestock facilities according to VietGAHP standards; 33 livestock facilities/areas (commune level) are certified to be disease-free and still in effect. The city has 59/72 new rural communes, 13/59 advanced new rural communes, 2/13 model new rural communes; there are 895 OCOP products, of which 4 products have achieved 5 stars...

Make a breakthrough

At the recent meeting to report on the project to evaluate the implementation of Resolution No. 19-NQ/TW, according to the assessment of ministries, departments, branches and localities, the implementation of Resolution No. 19-NQ/TW in the past time still has some shortcomings and limitations. For example, agricultural growth is not stable; the quality and competitiveness of some products are not high. Innovation, digital economic development, application of science and technology, especially high technology are not much; infrastructure for agricultural development has not met the requirements. The results of new rural construction between some regions and localities are very different. Some of the goals up to 2030 in Resolution No. 19-NQ/TW are no longer suitable for the current context and need to be adjusted accordingly... On that basis, there have been many recommendations and key solutions to effectively implement, contributing to the successful completion and surpassing of the goals up to 2030, with a vision to 2045 in Resolution No. 19-NQ/TW.

Ms. Nguyen Thi Minh Thuy, Vice Chairwoman of An Giang Provincial People's Committee, proposed that the Government and central ministries prioritize allocating investment resources for agriculture, farmers and rural areas; at the same time, prioritize allocating resources for new rural construction and sustainable poverty reduction. In addition, promptly issue a set of specific criteria and adjust management methods in accordance with the 2-level local government model. Have open credit policies, programs, and preferential interest rate products for farmers to borrow capital to develop production. On the other hand, train human resources, transfer scientific and technological advances to agriculture and rural areas.

To create a breakthrough for the agricultural economy, Mr. Nguyen Xuan Cuong, former Minister of Agriculture and Rural Development, said that it is necessary to analyze more deeply the potential of the fields of forest economy, marine economy, national products and regional and local specialty products to increase added value and promote comparative advantages. In particular, the key requirement is to remove bottlenecks in science and technology, promote production linkages and promote the leading role of domestic enterprises. For rural areas, it is necessary to review and update planning, soon complete the national target program, and at the same time increase local autonomy. In addition, it is necessary to focus on training rural workers in line with the needs of industry, services, tourism and labor export, forming a high-quality workforce.

According to Prof. Dr. Tran Duc Vien, Chairman of the Science and Training Council of the Vietnam Academy of Agriculture, the State needs to have a policy of prioritizing investment in processing, digitalization and building raw material areas, forming an agricultural - technology - financial ecosystem. Training human resources, especially farmers in a practical direction, linking digital technology and the market, forming a generation of 4.0 farmers who own production. Private enterprises are the locomotives for agricultural innovation. On the other hand, there needs to be a national program to restore land associated with green production, carbon credits...
