Approving the master plan for Bien Hoa, Trang Bom, Long Thanh, Nhon Trach urban areas in December 2025

(DN) - On October 9, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Dong Nai province Vo Tan Duc chaired a working session to listen to the Department of Construction report on the progress of preparing general planning documents for urban areas, zoning plans, and general planning for 25% of communes and wards in the province. According to the Department of Construction, the general planning documents of Bien Hoa, Nhon Trach, Trang Bom urban areas have been submitted to the Ministry of Construction by the Provincial People's Committee. At the same time, Dong Nai province has also added some contents after receiving and explaining the opinions of ministries and branches. Particularly for the general planning documents of Long Thanh urban area, based on the results of the competition for general planning ideas for Long Thanh International Airport and surrounding areas, the Department of Construction and the consortium of consulting units have deployed the preparation, submitted to the Provincial People's Committee for approval of the budget estimate, and negotiated to sign the consulting contract.

Currently, after implementing the 2-level local government model, the Ministry of Construction has issued a document guiding the Provincial People's Committee on the preparation, appraisal and approval of general planning documents of the above 4 urban areas.

Accordingly, in case the Provincial People's Committee continues to implement the previous legal regulations on urban planning (Law on Urban Planning 2009), it shall comply with the approved tasks, based on the implemented legal procedures to continue completing the dossier, organizing appraisal and approval of the planning according to regulations.

In case of implementation according to new law (Law on Urban and Rural Planning 2024), it is necessary to start over, organize the establishment, appraisal and approval of planning tasks according to regulations.

Regarding the task of making zoning plans and general plans for 25% of communes and wards in the province, the Department of Construction proposed two implementation options: Option 1, implementing according to Conclusion Notice No. 15/TB-UBND (dated July 7, 2025) of the Provincial People's Committee, selecting 25% of communes and wards to prioritize resources for planning in 2025; Option 2, implementing planning to ensure the goal that by 2030, Dong Nai province will meet the basic standards of a centrally-run city.

Concluding the meeting, Chairman of the Provincial People's Committee Vo Tan Duc assessed: Up to now, the adjustment of general urban planning as well as general planning and functional zoning planning in the province is still slow. This has greatly affected the attraction of investment for the local socio-economic development.

Therefore, based on the guidance of the Ministry of Construction, the Provincial People's Committee assigned the Department of Construction to coordinate with the Department of Justice, the Provincial Construction Investment Project Management Board and relevant units to urgently review all master planning documents of the four urban areas of Bien Hoa, Trang Bom, Long Thanh, Nhon Trach on urban classification, new place names, determining the boundary scope, area scale, population scale to make a plan suitable to the 2-level local government model and the requirements of the Prime Minister, comments from ministries and branches. From there, consider, analyze, evaluate the advantages and difficulties, propose the most optimal implementation plan. At the same time, propose to select the unit in charge of making the plan. In particular, for the master planning documents of Long Thanh and Nhon Trach urban areas, it must be reported to the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial People's Committee in October 2025. The goal is to approve the master planning of the four urban areas in December 2025.

Chairman of the Provincial People's Committee Vo Tan Duc also requested the Department of Construction to coordinate with the Department of Finance and localities to speed up the progress of making general planning and zoning plans for communes and wards in the province to have a basis for calling for socio-economic development projects. The Department of Construction advises the Provincial People's Committee on plans that can be implemented in parallel so that the Provincial People's Committee can issue an implementation plan.
