The 2nd meeting of the Organizing Committee of the National Patriotic Emulation Congress

Highlighting the spirit of a special term

Speaking at the meeting, Vice President Vo Thi Anh Xuan emphasized that the Patriotic Emulation Congress is an important political event, held every five years; an opportunity to look back on the past term and prepare for the new term. More importantly, this is an opportunity to call upon, encourage and create momentum for all classes of people and the entire political system to successfully implement the major policies of the Party and State.

Appreciating the seriousness and responsibility of ministries, branches and localities in organizing the Patriotic Emulation Congress in the past time, the Vice President suggested that the Central Emulation and Commendation Committee and the Ministry of Home Affairs promptly summarize, draw experience and issue additional guidance documents for the remaining localities, ministries and branches to organize the Congress.

Regarding the National Patriotic Emulation Congress, there is not much time left to prepare from now until the Congress, therefore, the Vice President emphasized that the sub-committees and relevant units review all work, uphold the sense of responsibility, urgently and proactively carry out assigned tasks, ensure careful, quality and serious preparation work so that the National Patriotic Emulation Congress can take place successfully.

The Vice President noted a number of important issues that need to be urgently finalized to seek direction from the Prime Minister and the Chairman of the Central Emulation and Reward Council, such as: the time of the Congress; the framework of the program and script of the Congress; the art program; the reward work (including clarifying the criteria for selecting typical and advanced examples...). Along with that, the overall and detailed script of the Congress must specify each stage and each person implementing it.

Commenting on the draft report summarizing emulation and commendation work, the Vice President requested to highlight a special term with major and important events and policies of the Party and State such as: streamlining the organization, 2-level local government, Party building and rectification work; movements such as the 500kV power line project, eliminating temporary and dilapidated houses, gratitude policy; foreign affairs achievements...

The Vice President emphasized that the Report must be concise and condensed, highlighting the spirit of patriotic emulation, breaking out of the rut, summarizing new, profound and valuable lessons; at the same time, clearly defining directions and visions, clearly demonstrating the role of emulation and reward work in creating motivation, urging, calling and inspiring the entire political system and people to carry out tasks.

The Vice President requested that units fully absorb opinions, promptly complete the content, and report to the Organizing Committee and the Central Emulation and Reward Council as soon as possible, ensuring that preparations for the National Patriotic Emulation Congress are on schedule and of high quality.

Ensure the content and progress of grassroots and grassroots congresses

Before that, delegates heard reports on the organization of emulation congresses at all levels and preparations for the 11th National Emulation Congress.

According to the report, by the end of August 2025, ministries, branches, and localities had basically completed the Congresses (or conferences) at the grassroots and above-ground levels, with rich and diverse forms of organization, creating a vibrant emulation atmosphere to welcome the Party Congresses at all levels and major holidays in 2025. Currently, 19/42 ministries, branches, and 17/34 provinces and cities have organized Patriotic Emulation Congresses; expected to be completed in September and October 2025.

In general, the Patriotic Emulation Congresses at all levels were organized to ensure the content, progress, goals and requirements set out. In addition to summarizing and evaluating the patriotic emulation movement and the commendation work in the past 5 years, the Patriotic Emulation Congress set out the directions and tasks for the coming period; selected, commended and honored typical examples, new factors, collectives and individuals with outstanding achievements in the fields of economy, culture, society, security, national defense...

Propaganda work was paid attention to, especially on the media, creating a vibrant competitive atmosphere among the people and encouraging and setting examples of advanced models. The work of introducing delegates to attend the Patriotic Emulation Congress at higher levels was carried out in accordance with regulations. Party and State leaders and members of the Central Emulation and Reward Council took the time to attend and direct, contributing to the success of the Congress.

Besides the achieved results, there are still some shortcomings and limitations such as: Some ministries and branches, because the congress is organized in conjunction with the traditional anniversary, have limited time for emulation content, the evaluation and summary of emulation and commendation work is brief, not fully reflecting the results of the emulation movement and commendation work in the past 5 years; there are not many rich and creative forms of commendation and honoring of typical and advanced examples. The honoring and commendation is not scientific, there is no reasonable arrangement of time for typical and advanced examples to report and exchange at the Congress...

At the meeting, representatives of the sub-committees: Content, Security, Propaganda, Logistics reported on a number of key tasks to focus on from now until the end of October 2025.

In addition, delegates discussed and gave opinions on the draft: Summary report of the patriotic emulation movement and reward work for 5 years (2021 - 2025), directions and tasks for the period 2025 - 2030; script of the 11th National Patriotic Emulation Congress; script of the Art Program "Vietnam's Aspiration" and the Art Program to open the Congress; script of the documentary "Patriotic Emulation Movement in the Ho Chi Minh era" and documentary "Patriotic Emulation - Breaking through firmly into the new era"...
