Ninh Binh: Ensuring safety for people in isolated areas

Due to the impact of storm No. 10, heavy rains in Ninh Binh province, along with floodwaters from upstream, caused water levels on rivers passing through Ninh Binh province to rise, causing flooding in many residential areas in the area.

Since September 28, floodwaters have been rising rapidly, isolating the entire Kenh Ga village, Gia Vien commune. By noon on October 1, although the water level is gradually decreasing, the daily activities of nearly 3,000 people in Kenh Ga village have not yet returned to normal due to isolation. The only means of transport in and out of the village are motorboats or rowboats.

Mr. Tran Van Quynh, Kenh Ga hamlet, Gia Vien commune, said that the floodwaters of Hoang Long river started rising on September 28. Although he had prepared carefully, the floodwaters rose too quickly compared to previous years, so his family could not move all their belongings in time. Many households in the hamlet had half their houses submerged. All valuables had to be raised high, or left with neighbors in the area inside the dike to avoid the flood. His family had prepared food and drinks, but only enough for the next few days.

Mr. Nguyen Cong Hoan - Vice Chairman of Gia Vien Commune People's Committee, Ninh Binh Province said that from September 28 to 30, there was very heavy rain in the area, along with water from upstream flowing into the Hoang Long River, causing the flood to rise rapidly. At noon on September 30, the water level at Ben De reached 4.8m. To proactively respond to the flood, Gia Vien Commune authorities have propagated and mobilized people to prepare necessities, food, and drinking water to maintain daily life for many days; and raise furniture in the house to avoid damage.

In addition, the local authorities have mobilized units and functional forces to inspect key points; prepared motorboats and boats to transport supplies, medicine, and life jackets to people in isolated areas; coordinated with Hoang Quyen and Gia Vien pumping stations to operate drainage pumps, and patrolled and reinforced the dykes to ensure maximum safety for people's lives and property.

In Ninh Binh province, there are currently more than 5,000 households flooded due to the impact of heavy rain and floods, mainly concentrated in the communes of Gia Tuong, Gia Phong, Nho Quan; Dai Hoang, Gia Vien, Phong Doanh, Thanh Son, Thanh Lam, Tan Thanh, Gia Hung; Phu Van ward, Chau Son ward...

To respond to floods, functional forces and local authorities have actively and synchronously deployed solutions to minimize damage.

Colonel Tran Vuong Long - Commander of the Defense Command of Area 2 - Tam Diep, Ninh Binh province said that the Defense Command of Area 2 - Tam Diep has mobilized all forces and means to support people in areas affected by storm No. 10 to move their assets to safe places, and organized the distribution of buoys and life jackets to people in flooded areas in the area under their responsibility. With the motto of cleaning up as soon as the water recedes, the Defense Command of Area 2 - Tam Diep will coordinate with local authorities to support and help people clean up so that life can soon return to normal.

Urgent response to floods in the upper reaches of the Hoang Long River

Currently, the water level on the Hoang Long River at Ben De station is rising above alert level 3. The water level at 7:00 a.m. on October 1, 2025 at Ben De Hydrological Station was 4.85 m (0.85 m above alert level 3), Gian Khau Hydrological Station was 3.99 m (0.29 m above alert level 3), and at Ninh Binh Hydrological Station was 3.44 m (0.44 m above alert level 2). The flood on the Day River is also rising very quickly, at 1:00 p.m. on October 1 at Phu Ly gauging station it reached 4.69 m, 0.69 m above alert level 3.

Floods on other rivers are currently at high levels, posing a risk of landslides and flooding in riverside areas, mid-river flats, and low-lying areas; affecting the safety of dykes and embankments at key locations, agricultural production, aquaculture, and many local residential areas; possibly endangering waterway traffic, affecting people's lives and production, and threatening human lives.

Faced with the complicated developments of the flood situation, especially the risk of flooding in the upper reaches of the Hoang Long River, the People's Committee of Ninh Binh province has issued a telegram requesting all levels, sectors and localities to proactively and resolutely deploy response measures to ensure absolute safety of people's lives and property.

Accordingly, the People's Committee of Ninh Binh province requested the Chairmen of the People's Committees of communes and wards to focus on leading, directing, and mobilizing all forces, means, and resources to resolutely implement flood response work; strictly control the situation in flood-affected areas; evacuate and relocate residents in dangerous areas, especially those that are often deeply flooded during heavy rains and floods, and areas with fast-flowing water along rivers and streams.

In addition, communes and wards arrange forces to block, guide and support people to participate in traffic safely, not allowing people to move if safety is not ensured, especially through overflows, deeply flooded areas, and fast-flowing water; check, review and implement in practice dike protection plans, protect key areas of weak dikes, locations where incidents have occurred but have not been handled or repaired, and unfinished construction works to ensure dike safety; strictly carry out patrolling and guarding to protect dikes to promptly detect incidents from the first hour.

The People's Committee of Ninh Binh province requested the Director of the Department of Agriculture and Environment to direct increased patrols, timely detect incidents of dykes and irrigation works; handle them at the first hour to ensure the safety of people's lives and property; direct the safe operation of irrigation dams and dykes, proactively have response plans to ensure the safety of residents in case of bad situations, and not be surprised.

The Commander of the Provincial Military Command and the Director of the Provincial Police Department directed units to review plans, proactively arrange forces, vehicles, and materials to be ready to support localities in responding to floods, especially dike protection, supporting evacuation, relocation of residents, and rescue when required. Departments, branches, and sectors, according to their assigned functions and tasks, urgently coordinate with localities to respond to floods according to regulations.
