Deputy Prime Minister Nguyen Chi Dung: Digital transformation - a strategic choice, a development 'command' of the era

In the joyful atmosphere of the whole country, striving to compete to achieve achievements to welcome party congresses at all levels, towards the 14th National Party Congress, National Digital Transformation Day 2025 was held with the theme "Digital transformation: Faster, more effective, closer to the people".

Appreciating and agreeing with the theme of National Digital Transformation Day 2025, Deputy Prime Minister Nguyen Chi Dung emphasized that speed is the decisive factor, efficiency is the destination, and people are the center, subject, driving force, and resource.

"The chosen topic is very timely and appropriate at this time," the Deputy Prime Minister shared.

National Digital Transformation Day 2025 is of great significance in raising awareness across society about the role of science and technology, innovation, and digital transformation (science and technology, innovation, and digital transformation); bringing digital transformation into real life, bringing practical benefits to people, businesses, and the whole society.

The Deputy Prime Minister assessed that the presentations at the program were very good, enthusiastic, responsible, and influential. At the same time, he praised the Ministry of Science and Technology and the Ministry of Public Security for always being at the forefront of digital transformation; congratulated the localities with good achievements in digital transformation and digital transformation and the honored individuals.

'Laying the foundation' for national industrialization

The world is entering a period of profound transformation with the "stormy" advances of AI, big data, IoT, biotechnology, new energy, and especially the "dual" trend: Green transformation, global digital transformation. These are huge challenges, and at the same time a "golden opportunity" for Vietnam to break through, catch up, move forward and rise up.

In that context, the Party, State and Government have identified science and technology, innovation and digital transformation as important factors to establish a new growth model for Vietnam to realize its aspiration for rapid, sustainable, inclusive and autonomous development to achieve the country's two 100-year goals.

Since the Government issued the National Digital Transformation Program in June 2020, the journey of promoting and spreading the development achievements of digital transformation has become an inevitable trend, the main stream in national development.

In the 2020-2021 period, the Government has focused on "laying the foundation" for the national digital transformation. Specifically: Issuing the National Digital Transformation Program, "both fighting the pandemic and developing digital", identifying digital transformation as a breakthrough driving force for growth and innovation; promoting institutional improvement, creating a legal corridor to promote digital transformation activities in all areas of the economy; synchronously deploying core digital platforms, focusing on investing in developing telecommunications infrastructure and data centers; initially integrating the entire process of online public services.

Building on that foundation, from 2022 to now, our country has "accelerated development", gradually bringing digital transformation into life. State management activities and administrative procedures have been digitized; 80% of ministries, branches and localities have a common data sharing platform; a series of digital government and smart city models have been initially formed. The Government has directed the implementation of five key national data, creating a foundation for data-based governance.

In addition, the Government has accelerated the implementation of Project 06 on population data development and electronic identification, digital transformation has truly spread to every citizen. Essential public services, such as residence registration, ID card issuance, birth registration, insurance, health care, and education have all been digitized, helping people "live, work, and study" in the digital environment.

National digital infrastructure is strengthened; digital economy reaches nearly 20% of GDP, Vietnam rises to the group of 50 leading countries in the world in e-government.

The strategic role of science and technology, innovation and digital transformation continues to be consistently identified and developed into a system of policies, orientations, goals and comprehensive, long-term solutions in Resolution 57 of the Politburo.

Strive for 100% of adults to have digital identity, payment accounts and public service accounts by 2026

According to the Deputy Prime Minister, although we have achieved certain achievements, we also need to frankly acknowledge that the road ahead still has many difficulties and challenges. Many mechanisms and policies are not yet synchronized, have not approached international standards and have not kept up with the rapid development of science and technology. Infrastructure and digital data are still scattered, data sharing between agencies is still limited. There is still a shortage of digital human resources, especially high-quality human resources. Many localities and small businesses have not really accessed the benefits of digital transformation. In some places, the way of doing things is still formal and trendy, and the effectiveness has not reached the people.

Believing that if these bottlenecks are not promptly removed, they will hinder development and slow down the progress of the national digital transformation process, the Deputy Prime Minister emphasized that it is time for us to shift from "thinking" to "action", from "digitalization" to "creating digital values", turning "actions" into "substantive results".

In that spirit, the Deputy Prime Minister requested ministries, branches, central and local governments to continue to promote institutional improvement; focus resources on investing in digital infrastructure, paying attention to both "hard" infrastructure (data centers, telecommunications infrastructure), and "soft" infrastructure (digital platforms, National Database, etc.); promote the popularization and use of digital identities, striving for 100% of adults to have digital identities, payment accounts and public service accounts by 2026; comprehensive digital transformation and application of digital technology, synchronously combined with the National Database system; fundamentally innovate the approach to digital transformation.

Along with that, the business community and people focus on developing digital enterprises and a real digital economy; developing sovereign digital platforms, prioritizing autonomy, security and transparency, contributing to protecting national digital sovereignty.

The subjects of the domestic innovation ecosystem (institutes, schools, businesses, startups, scientists...) must rise up, proactively grasp "new trends", and become pioneers in the development of science and technology, innovation, and national digital transformation.

In addition, every cadre, civil servant, and citizen must become a true digital citizen - knowing how to use, exploit, and actively create value in digital space, complying with the law and ethical and cultural standards in the digital environment.

The Deputy Prime Minister believes that with the high political determination of the entire political system, the aspiration to rise of the domestic innovation community and the support and companionship of international partners and friends, Vietnam will turn digital transformation into a widespread movement in every agency and enterprise, from schools to families, from urban to rural areas, so that technology truly serves people, making Vietnam a developed, independent, self-reliant and prosperous country in the 21st century.
