Deputy Minister of Finance Do Thanh Trung said that, implementing the direction of the Prime Minister, the Permanent Deputy Prime Minister and receiving the opinions of the members of Steering Committee 751, up to now, the Ministry of Finance has received, edited and completed the draft report to the Politburo on removing difficulties and obstacles for long-standing backlog projects, including: Draft Report of the Government Party Committee; Draft Report of the Government Party Committee; Appendix to receive and explain comments from Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh, comments of members of the Standing Committee of the Government Party Committee, members of Steering Committee 751; Appendix attached to the draft Report of the Government Party Committee and draft Notice of Conclusion of the Politburo.
Considering that the policy of reviewing and removing difficulties for backlogged projects is a major and very correct policy of the Party, which has been resolutely implemented by the Government and Steering Committee 751 in recent times and has achieved very positive initial results, representatives of ministries, departments and branches emphasized that this policy must be implemented more resolutely with synchronous solutions. Thereby, a large resource can be brought into the economy, effectively serving the growth and development goals, especially the double-digit growth target in the coming years.
Opinions also acknowledged that the implementation principle is to be positive and promptly resolve issues, but must comply with regulations, be close to the practical situation and local reality; handle with emotion and reason, create maximum favorable conditions for businesses but absolutely do not legalize violations.
Speaking at the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh said that the Politburo has strongly concluded and directed to focus on removing difficulties for long-standing backlog projects to bring them into the economy, promote production and business, and create favorable conditions for enterprises in accordance with the innovation spirit of Resolution No. 68-NQ/TW. Implementing the Central Committee's conclusions, Conclusion No. 77-KL/TW of the Politburo, Resolution No. 170/2024/QH15 of the National Assembly, the Government has focused on removing difficulties for many projects.
Thanking the leaders of the Supreme People's Procuracy; State Audit; Supreme People's Court; Central Policy and Strategy Committee; Central Office; Central Inspection Committee... for being present at the Steering Committee meeting, the Permanent Deputy Prime Minister emphasized: "The Government Ministries have met many times and have reached consensus within the scope of Steering Committee 751 and within the scope of the Government. Today's meeting aims to inform the Party Committees, agencies and units to have full information on this issue to advise the Politburo to decide on a very important policy. This is a very important task before reporting to the Politburo".
Assessing the opinions expressed in depth, close to the practical difficulties and problems of the projects, the Deputy Prime Minister said that the Steering Committee will receive and complete the report, submission and have a report on receiving the explanation of the Government Party Committee to report to the Politburo.
According to the Deputy Prime Minister, the removal of difficulties for projects has achieved many results. Firstly, huge land and financial resources have been released and brought into the economy. Up to now, the Government has, under its authority, removed difficulties for 1,154 projects with a total registered investment value of 675 trillion VND and hundreds of thousands of hectares of frozen land. "The projects brought into the economy are bringing in huge resources to promote economic development," the Deputy Prime Minister stated.
The second result mentioned by the Deputy Prime Minister is the fight against waste, typically the Bach Mai and Viet Duc Hospital Facility 2 Project which has been "shelved" for 10 years, has now been dismantled and a huge amount of assets have been resolved in accordance with the direction of the Steering Committee for the prevention and fight against corruption, waste and negativity.
Third, identify the shortcomings of policies and institutions, many regulations are incorrect, especially regulations on land and bidding, which are not connected to each other. From identifying these shortcomings, perfect policies.
Fourth, by removing difficulties for projects, we do not legalize violations. In accordance with the direction of the Politburo, all violations have been inspected, examined, and strictly handled by organizations and individuals in accordance with the law. This is also a lesson for us to continue to handle in the future.
Fifth, strengthening the people's and businesses' trust in the Party's very correct policies and guidelines. Emphasizing that businesses are waiting for the Party and State's decisions, according to the Deputy Prime Minister, the resolved problems show the spirit of a creative Government, the State accompanies and listens to businesses, and resolves difficulties. In addition, many businesses avoid the risk of bankruptcy, solve jobs, and at the same time, solve difficulties for the banking sector, ensuring macroeconomic stability.
The Deputy Prime Minister affirmed the determination to remove difficulties for projects, the main obstacles are due to unreasonable procedures and regulations. With the pilot results of Conclusion No. 77 and Resolution No. 170, localities have proposed to allow the expansion of this mechanism.
“Resolution No. 170 only allows it in 5 provinces and cities. This is a cautious and necessary step for us to gain experience in expanding to a national scale,” said the Deputy Prime Minister, adding that summarizing the implementation of Conclusion No. 77 and Resolution No. 170 is very important to expand the application according to local requests, meeting the people’s expectations and the business community’s expectations, and needs to be done very urgently.
The Deputy Prime Minister requested the standing body of the Steering Committee to absorb the opinions of the agencies, complete the report to the Politburo; he believes that with a solid, scientific, and very cautious approach, with back-and-forth exchanges, listening to the opinions of agencies, the business community, and people's recommendations, this policy will be successfully implemented, bringing resources of millions of billions of VND into the economy from now until early next year./.
