Coordinate to remove difficulties for smooth operation at commune level

On the morning of July 17, comrade Van Thi Bach Tuyet, member of the Standing Committee of the City Party Committee, Head of the Organization Committee of the Ho Chi Minh City Party Committee, chaired an in-person and online meeting with departments, branches, wards, communes, and special zones on arranging the organizational apparatus and preparing to organize Party Congresses at all levels in Ho Chi Minh City.

At the working session, leaders of wards, communes and special zones raised many opinions and recommendations related to the work of organizing the apparatus, arranging personnel, decentralizing and authorizing some fields, operating platforms of 2-level local government, etc. Leaders of city departments and branches discussed and answered some related issues.

Concluding the meeting, Head of the Organizing Committee of the Ho Chi Minh City Party Committee Van Thi Bach Tuyet acknowledged the efforts of the collective and Party Committee, leaders, civil servants, and non-professional workers in 168 wards, communes, and special zones in operating the 2-level local government model. The wards, communes, and special zones have gradually overcome difficulties in infrastructure, made efforts to self-adjust and self-arrange to operate smoothly, ensuring the best service for the people.

The Head of the Organizing Committee of the Ho Chi Minh City Party Committee also acknowledged the efforts of city-level agencies in advising on the issuance of documents under the authority of the Ho Chi Minh City People's Committee, guiding documents, and closely coordinating with 168 wards, communes, and special zones to remove difficulties under their authority, creating conditions for the two-level local government to operate smoothly.

Reviewing a number of principles throughout the process of reorganizing the apparatus, comrade Van Thi Bach Tuyet requested the Standing Committee and Party Committees of 168 wards, communes, and special zones to comprehensively lead the activities of local governments, paying attention to flexibility and proactively handling issues arising in the locality.

Localities also continue to proactively overcome difficulties to operate more effectively, successfully organizing Party Congresses at all levels in the city. In particular, leaders of 168 wards, communes, and special zones reviewed the staff and civil servants; evaluated and adjusted work to suit each position under their management authority; in cases not under their authority, they reported to the city.

He requested that departments, branches, sectors and organizations continue to research and train cadres and civil servants in wards, communes and special zones on professional skills and the use of shared software. At the same time, speed up tasks related to administrative reform, promulgation of administrative procedures, implementation of internal processes, helping the operation of the Public Administration Service Center to be smooth. Quickly submit to the Ho Chi Minh City People's Council contents related to fees, charges, decentralization, authorization, etc. Continue to survey and promptly detect to support wards, communes and special zones to overcome difficulties, perform tasks well and in accordance with regulations.
