
Quy Nhon – Pleiku Expressway ready to start construction
The Quy Nhon – Pleiku Expressway project is about 125km long, passing through 17 communes and wards, with a total investment of more than 43,700 billion VND. Site clearance is determined to be the decisive factor in progress.
According to the Gia Lai Province Department of Construction, the project must reclaim about 942 hectares of land, compensate, support and resettle 473 households with a budget of nearly VND4,900 billion. Of which, the province committed to allocate VND1,250 billion from the local budget and other legal sources to carry out compensation and resettlement work.
Currently, many localities are urgently establishing compensation councils, implementing measurement, inventorying assets and building resettlement land funds.

In Mang Yang commune, the locality has arranged 1.2 hectares of land in Tan Phu village to build a new resettlement area for 24 households affected by the highway; in Binh Hiep commune, the compensation plan has been completed in areas such as: Binh Thuan 1, Tay An, Tra Son, Binh Tan...
In Binh Phu commune, despite many difficulties after the merger, the locality has stepped in to prepare for the Quy Nhon - Pleiku expressway project. Currently, the commune is ready to reclaim 102 hectares of land with 80 affected households; approve and deploy infrastructure for the Hoa Son resettlement area of 5.1 hectares to arrange resettlement; at the same time register 2 land fill mines and identify 4 waste dumping locations to serve the project.
“We have prepared everything for site clearance, compensation, and resettlement of the project. However, because the project is currently stuck in legal procedures, we need to wait for approval from ministries and branches. In addition, the locality has proposed to the province to support more human resources and professional staff to participate in important tasks,” said Mr. Tran Cong Dung, Vice Chairman of Binh Phu Commune People's Committee.
Meanwhile, Mr. Ho Si Lai, Vice Chairman of the People's Committee of Binh Hiep commune, informed that the locality has established a compensation council for both main routes of the highway project. Currently, the commune is coordinating with functional units to inventory and count assets on land, confirm the origin and build compensation land prices.
Prioritize people's legitimate rights
Recently, the Steering Committee for National Key Projects of Gia Lai province held a meeting to grasp the situation, direct the removal of obstacles, and urge preparations to start construction of two major projects: the Quy Nhon - Pleiku expressway and the North - South high-speed railway.

According to Mr. Luu Nhat Phong, Director of the Gia Lai Traffic and Civil Works Project Management Board, by mid-September 2025, the site clearance markers of the two component projects of the Quy Nhon - Pleiku Expressway 01 and 03 have been handed over; component package 02 (through An Khe Pass) is expected to be measured at the end of September.
The biggest difficulty now is slow legal procedures, while the volume of resettlement is large.
The section Km0+00-Km40+00 has 359 households that must be arranged in 9 resettlement areas, with a capital of 1,920 billion VND. The relocation of 85 technical infrastructure locations (electricity, telecommunications, water supply) is also being handled.
According to the plan, site clearance work will be completed in 2025, component projects 01 and 03 will start construction in December 2025; component project 02 will start construction in March 2026.
For the North-South high-speed railway project passing through 18 communes and wards of Gia Lai province, 115.7km long, the total cost of site clearance is about 6,410 billion VND.
According to the Gia Lai Provincial Land Fund Development Center (the unit implementing the project's resettlement areas), the province has prepared 38 resettlement areas with a total area of 153 hectares, arranging 3,411 land plots for 1,587 affected households.
Up to now, 37/38 areas have approved detailed planning 1/500, localities are setting up markers, measuring, determining land origin and calculating compensation.

Comrade Ho Quoc Dung, Secretary of the Gia Lai Provincial Party Committee, Head of the Steering Committee for key national projects of the province, said that key transport projects have strategic significance, opening up new development space for Gia Lai.
In particular, the Quy Nhon - Pleiku expressway will clear the "bottleneck" of East - West traffic infrastructure, exploit the potential of the East - West economic corridor and the Vietnam - Laos - Cambodia development triangle.
The Secretary of the Gia Lai Provincial Party Committee requested the entire political system to take part with a spirit of urgency and high responsibility, considering this a priority task. At the same time, he requested the Provincial Party Committee and People's Committee to promptly complete the legal documents of the projects and increase the number of professional staff to support the communes and wards in implementing the work when the projects start.

Comrade Ho Quoc Dung also requested units and localities to focus on compensation and site clearance work for projects; communes and wards that have not yet established a site clearance and price appraisal council must immediately implement it to avoid being passive.
He noted that compensation must be adequate, and the resettlement area must ensure infrastructure and new housing equal to or better than the old housing. During the land acquisition process, complaint and denunciation resolution teams must be established to promptly handle people's problems and suggestions.
Adjusting the direction of the highway, saving more than 1,000 billion VND
Recently, from the proposal of the Gia Lai Traffic and Civil Works Project Management Board, the Gia Lai Provincial People's Committee has agreed on the policy of adjusting the direction of the Quy Nhon - Pleiku expressway, the section passing through An Khe pass.
Accordingly, from Km22+000, the route deviates about 1.5km north in Binh Khe commune, clinging to the northern mountain slope to Km34+500 in An Khe pass area, then turns south, gradually increasing altitude and decreasing slope to Km39+960.
The route will cut through the Da Khuyet range by tunnel at Ya Hoi commune (Km42+860), connecting to Km50+000 (coinciding with Km49+000 of option 1B).
This plan still ensures the design speed of 100km/h, while reducing encroachment on 10ha of forest land, shortening the length of the overpass, reducing the volume of special structures and saving more than 1,000 billion VND, bringing the total investment to 6,988 billion VND.
