Sustainable forest management and protection in Thuong Xuan

Since 2019, the family has planted and cared for 7 hectares of acacia forest, including 4.5 hectares of hybrid acacia. Officers and workers of the Thuong Xuan Protective Forest Management Board have provided guidance on planting, care and forest protection techniques. The family, together with local forest rangers from the District Forest Protection Department, Thuong Xuan Protective Forest Management Board, village management board, and local authorities, have organized forest patrols to promptly detect, prevent, and handle violations of forestry laws. The forest assigned to the household for management has always grown green and lush, without illegal logging or forest fires...

The Thuong Xuan Protective Forest Management Board was assigned by the Provincial People's Committee to manage, protect and use 13,214.14 hectares of forest, mainly protective forests, in 9 communes of Thuong Xuan district. The Management Board has proactively coordinated with authorities at all levels and relevant units in the area to actively propagate policies and laws on forest protection to the people. Strengthen inspection, supervision and strictly handle violators of the Forestry Law. The forest cover managed by the Thuong Xuan Protective Forest Management Board has reached over 90%. The area of ​​depleted natural forests has been and is being restored and developed.

By September 2024, Thuong Xuan district had 93,293 hectares of forest, of which 67,320 hectares were natural forests. Thuong Xuan is one of the districts with rich forest resources in Thanh Hoa province, so the risk of forest security instability is always at a high level. In recent years, the District Party Committee and People's Committee have led and directed resolutely, along with the "involvement" of departments, branches, organizations and effective advice from the forest rangers, management and forest protection work in the district has had many positive changes. The responsibility of State management of forests and forestry land of the Party Committees and authorities from district to commune level has been given attention. The role of forest owners has been increasingly enhanced. The area of ​​planted forests is well cared for and protected, contributing to creating more income, stabilizing people's lives, and the forestry economy accounts for an increasingly high proportion in the structure of sectors and fields. Acts of encroachment on forest resources have basically been detected, promptly prevented and strictly handled according to the law; forest security in the district is basically stable, especially in the first 9 months of 2024, there were no forest fires.

Talking to us, Head of the Forest Protection Department of Thuong Xuan district Nguyen Van Binh said that, promoting the achieved results, in order to maintain stable and sustainable forest security, in the coming time, the unit will continue to advise the District Party Committee and the District People's Committee to direct the synchronous implementation of solutions such as: propagating the Party's policies, the State's policies and laws on forestry; the rights and obligations of forest owners, benefit regimes; the great benefits from forest protection work for people's lives; propagating and mobilizing people not to exploit, destroy forests, illegally encroach on forests for farming; not to use fire indiscriminately to cause forest fires; not to buy, sell, transport forest products and wild animals illegally in the area and smuggle them across the Vietnam - Laos border. Through the Fatherland Front, gather member organizations and typical people, village elders, village chiefs, prestigious people in clans, communities... to mobilize people to participate in forest protection and development, forest fire prevention and fighting (PCCCR); Coordinate with the police force, border guards, and authorities to select key villages (hamlets) in terms of forest security to organize meetings, dialogues, listen to the thoughts, aspirations, proposals, and recommendations of the people in the forestry sector, thereby promptly advising the Party Committee and authorities to resolve difficulties and problems, and not allowing outstanding incidents or petitions to go beyond the level.

The District Forest Protection Department has advised the District People's Committee and communes and towns in the area to develop plans and projects for forest protection; in which key areas at risk of exploitation, deforestation and forest fires are identified to have solutions for management and protection. Advised the Party Committee and authorities to direct the implementation of Directive No. 13-CT/TW of the Central Party Secretariat on strengthening the Party's leadership in forest management, protection and development. Promoted the role and responsibility of heads of Party Committees, authorities, agencies and units in forest protection, development and fire prevention and control in the area. Strengthened patrols and forest security checks to promptly detect and handle violations of forestry in accordance with the law, publicly announced the handling of violations to the community so that people know to deter, educate and raise awareness of forest protection and development.

In the first 9 months of 2024, Thuong Xuan Forest Protection Department discovered and processed 21 cases of violations of the Forestry Law, paying 324,237 million VND to the State budget. Regarding forest development, in the first 9 months of 2024, the district planted more than 1,326 hectares of new forest, reaching 78% of the 2024 forest planting plan. For the remaining forest area, units and people in the area took advantage of favorable weather to plant in October.

By not allowing hot spots of deforestation and illegal logging to occur, maintaining stable forest security and effective forest development, it has contributed to promoting socio-economic development in Thuong Xuan district.
