Managing extra teaching and learning is still... confusing!

The draft circular regulating extra teaching and learning, recently announced by the Ministry of Education and Training to solicit public opinion, is attracting much attention from teachers, parents and students.

It is undeniable that this draft has new and progressive points, such as: teachers are allowed to teach extra classes for their regular students; organizations and individuals who teach extra classes outside of school must register their business according to regulations; school principals and vice principals can participate in extra classes, with the condition of having the consent of the superior management agency according to regulations... This is the first time that extra teaching and extra learning have been publicly recognized, while expanding both groups of subjects who organize extra teaching and participate in extra learning. After officially having a "title", what attracts public attention is the requirement for management work, however, this still has many loopholes in the draft regulations.

According to the principal of a high school in Ho Chi Minh City, the regulation that requires teachers to make a list of students participating in extra classes to report to the head of the school unit will not help manage this activity more effectively. In fact, this is only a formality, a coping measure, increasing the records and management books in the school. Instead, it is necessary to have more specific regulations on management methods as well as sanctions for teachers who teach extra classes in violation of regulations, helping schools have more management tools, while at the same time raising the self-awareness of the teachers themselves.

In addition, the regulation that private tutors must register their business is considered “tightened but not yet tight”, because it is not suitable for the current reality of tutoring and learning. The above regulation is understood that teachers are only allowed to participate in tutoring at licensed establishments, but not to organize tutoring and learning, whether with regular students or outside students.

In fact, most of the extra classes are currently held by teachers at home or rented premises. This comes from the actual need of students to learn from teachers who are teaching at regular schools or to choose good teachers to improve their knowledge, only a few students register to study at centers. Thus, the draft once again does not recognize the form of teachers organizing extra classes at home, leading to loopholes in management and supervision.

Many teachers who participate in tutoring have expressed their opinions that the new regulations have "opened the door" to the management of tutoring and extra-curricular learning outside of school, so all forms of organization should be recognized, not half-open and half-closed, making management "half-dark and half-light", causing more harm than good for both students and teachers. Along with that, the regulation "teachers are not allowed to use examples, questions, and exercises taught in extra classes to test and evaluate students in class" although receiving public approval, is still considered unnecessary; because it denies the role of professional groups in schools, and overlaps with the requirement "teachers pledge not to use any form of forcing students to take extra classes".

Previously, the Ministry of Education and Training had proposed many times to include tutoring and tutoring in the list of conditional business lines to have a full legal basis to manage, inspect and supervise this activity, but it has not been approved. In that context, adjusting the regulations on the management of tutoring and tutoring to replace the regulations of Circular No. 17/2012/TT-BGDDT issued by the Ministry of Education and Training since 2012 is necessary, but it is necessary to avoid formal requirements in management work, instead it is necessary to strengthen the supervisory role of parents and students through specific and clear sanctions, ensuring transparency and fairness for this special teaching and learning activity.
