Ha Tinh implements 2-session teaching/day to ensure appropriate goals and roadmap

(Baohatinh.vn) - The People's Committee of Ha Tinh province directed relevant sectors and commune-level authorities to develop a plan to implement teaching 2 sessions/day according to a roadmap, suitable to local conditions.

The People's Committee of Ha Tinh province has just issued a document directing the implementation of teaching 2 sessions/day for general education . Accordingly, the Department of Education and Training, according to its functions, tasks, and authority, based on the contents, requirements, and tasks in Directive No. 17/CT-TTg dated June 6, 2025 of the Prime Minister, Document No. 4567/BGDĐT-GDPT dated August 5, 2025 of the Ministry of Education and Training , and the practical situation of the province, will preside over and coordinate with relevant departments, branches, localities, and units to promptly implement the teaching of 2 sessions/day, ensuring the purpose, requirements, and following a suitable roadmap; contents beyond its authority (if any) will be promptly reviewed, reported, and proposed to competent authorities for consideration and handling.

Ha Tinh will build a model of educational institutions teaching 2 sessions/day for general education, from which to draw practical experience and direct replication for implementation in the province.

The Department of Education and Training shall preside over and coordinate with the Department of Home Affairs and localities to review, advise on the arrangement and regulation of teachers among educational institutions in the province to overcome the situation of local surplus and shortage of teachers; recruit the right and sufficient teachers according to the number of staff assigned by competent authorities, ensuring compliance with current regulations.

Preside over and coordinate with relevant departments, branches, localities and units to promote the socialization of education; have a mechanism to mobilize groups of highly specialized human resources, artisans, artists, professional athletes to participate in organizing educational activities in schools, especially in the fields of culture, arts, sports, and life skills; issue guiding documents and direct educational institutions (with functions and tasks according to regulations) to proactively link with universities, research institutions, vocational training institutions, enterprises, organizations and individuals to participate in appropriate educational activities to support the organization of teaching 2 sessions/day to ensure quality, efficiency, publicity and transparency according to regulations.

Coordinate with the People's Committees of communes and wards, direct general education institutions to review conditions on facilities, teaching staff, and funding, and report to management agencies according to decentralization and authorization to have a plan to implement the organization of teaching 2 sessions/day to ensure suitability with the practical situation.

Guide general education institutions in the province to develop a plan to organize 2-session teaching/day, ensuring a clear implementation roadmap, clear resources, clear teaching content and methods, clear responsibilities of the subjects, clear results and quality of education, in accordance with the practical situation; closely coordinate with localities and social forces in the area in the process of implementing 2-session teaching/day to ensure quality and effectiveness; strengthen educational activities through cultural heritage, traditional education, promote the role of the museum system, libraries, relics, cultural heritage in organizing educational activities; orient and direct educational institutions to identify needs and content of activities to mobilize artisans, artists, professional athletes to participate in educational activities in schools.

Build a model of educational institutions on teaching 2 sessions/day for general education, from which to draw practical experience, direct the replication of effective lessons from the model for implementation in the province.

Strengthen the inspection and evaluation of the results of organizing 2-session teaching/day; direct the use of socialized resources for educational institutions, ensuring educational goals, publicity, transparency and efficiency; promptly correct manifestations of chasing after achievements towards substantive education and comprehensive development of students.

Responsible for presiding over, guiding, monitoring and urging relevant agencies, units, People's Committees of communes and wards to implement the contents of this Document; periodically (or suddenly when requested), synthesize the implementation results and report to the Central ministries, branches and the Provincial People's Committee according to regulations.

The Department of Home Affairs, according to its functions and tasks, coordinates with the Department of Education and Training to advise the Provincial People's Committee on assigning teacher and staff quotas to ensure compliance with regulations and in accordance with practical situations.

The Department of Finance shall preside over and coordinate with the Department of Education and Training, localities, relevant agencies and units to advise the Provincial People's Committee to prioritize budget allocation, effectively integrate programs, projects and plans to improve facilities, teaching equipment, and funding for implementing 2-session teaching/day; prioritize investment in educational institutions in areas with difficult socio-economic conditions, border areas, and ethnic minority areas.

The Department of Culture, Sports and Tourism coordinates with the Department of Education and Training, relevant agencies and units to create conditions for educational institutions to effectively promote local cultural institutions in organizing educational activities, using local sports facilities to serve physical education and sports activities for students, contributing to nurturing and building comprehensively developed Vietnamese people.

Manage, mobilize, encourage, introduce, and evaluate the list of artisans, artists, and professional athletes participating in educational activities in general education institutions, especially in the fields of culture, arts, and sports, to ensure prestige, quality, and expertise.

Strengthen communication work on education and training innovation; direct and guide local press agencies, representative offices, resident reporters, press agencies operating in the province, and commune and ward radio systems to actively promote the content and activities of teaching and learning 2 sessions/day.

Relevant provincial departments, branches, sectors and organizations, according to their assigned functions and tasks, clearly define tasks and coordinate to implement the 2-session/day teaching work in accordance with the direction of the Central and the province. Propaganda, inspection, examination and supervision of the implementation of 2-session/day teaching work to ensure effectiveness.

The People's Committees of communes and wards are responsible for ensuring the conditions according to the decentralization regulations to implement 2-session teaching/day at general education institutions under their management authority; develop plans to implement 2-session teaching/day according to the roadmap, suitable to local conditions in the spirit of 6 clear: "clear people, clear work, clear responsibility, clear authority, clear time, clear results".

Coordinate with relevant agencies and units to perform coordination tasks according to regulations; direct the effective implementation of propaganda work on teaching 2 sessions/day.

Actively review, arrange and regulate teachers among educational institutions in the area to overcome the local surplus and shortage of teachers. Advise on supplementing the teacher staff according to regulations; direct general education institutions under their management authority to arrange, deploy and effectively use the existing team of teachers and staff.

Proactively arrange local budgets to implement 2-session teaching/day, starting from the 2025-2026 school year at general education institutions under management authority according to the provisions of the State Budget Law and related guiding documents; effectively integrate programs, projects and plans to increase investment in facilities, teaching equipment and funding for implementing 2-session teaching/day. Promote socialization, encourage and create conditions for organizations and individuals to contribute, invest resources and participate in 2-session teaching/day activities in accordance with regulations.

Plan and arrange the surplus facilities of administrative agencies due to the arrangement to supplement facilities and classrooms for the education and training sector to organize 2 sessions/day of teaching to ensure effectiveness.

Strengthening the inspection and evaluation of the results of organizing 2-session teaching/day; the use of socialized resources for educational institutions, ensuring educational goals, publicity, transparency, efficiency, and compliance with regulations.
