Towards open innovation

According to VCCI data, starting in 1999 with the participation of 10 developed countries, the Global Entrepreneurship Monitor (GEM) has now attracted more than 100 participating countries. In 2023, Singapore is the only representative of Southeast Asia in the top 10 global ecosystems, an impressive increase of 10 places (from 18th place in 2022).

Sharing international experience, Mr. Yayren Teo - Executive Director of Singapore Entrepreneurship Network (GEN Singapore) said: Singapore has established a council to offer programs related to mentoring and consulting to help students start businesses.

In 2016, the council became an international organization, attracting many innovative entrepreneurship-related learners to Singapore.

The Executive Director of the Singapore Startup Network emphasized: “To have a smooth and favorable startup journey, in addition to economic potential and qualifications, production technology, etc., startups also need to prepare themselves with knowledge about human resource management; accumulate experience from real-life situations as well as know how to apply management methods flexibly and effectively.”

In 2024, for the first time, Vietnam's innovative startup ecosystem ranked 56th in Startup Blink's global startup ecosystem index, up 2 places after falling 4 places in 2023.

It is a dynamic and committed journey of Vietnam since the announcement and operation of open startup thinking, with the theme "Open innovation - Unleashing new thinking" at TechFest Vietnam 2022 in Binh Duong .

Ms. Nguyen Huong Quynh - CEO of BambuUP Open Innovation Connection Platform, said that the phrase "Open Innovation" has become the core ideology of the national startup ecosystem. "Open" is not just a complementary adjective but plays an important role equal to "innovation" to truly develop in "quality" and ensure sustainability.

In the first months of 2025, with a vision for a new era, Deputy Minister of Science and Technology Hoang Minh chaired many national workshops to develop a Government decree on innovation and creative startups, aiming to create a comprehensive legal framework to operate the Vietnamese Creative Startup Ecosystem.

Deputy Minister Hoang Minh affirmed that it is necessary to have a separate legal framework for creative startups to promote creative startup activities, in which distinguishing between innovation and creative startups and creating a legal framework following global trends plays an important role.

Quang Nam actively participates in GEM

Quang Nam officially launched the Startup Ecosystem in 2018. In 2020, the value positioning of “Quang Nam – an open land for creative startups” (Quang Nam – The Open For Startup) became a source of inspiration, spread strongly and attracted the attention of central agencies and international organizations.

Quang Nam proactively organizes to learn from Israel's experience in startups and smart cities. In 2021, the Ministry of Science and Technology proposed that Quang Nam initiate and preside over the development of the Central Highlands - Central Region Startup Network.

TechFest Quang Nam annual creative startup festival attracts most of the startup ecosystems in the provinces/cities in the region and expands nationwide, with international organizations participating (average 20 provinces/cities annually).

Many embassies, businesses, and leading startup experts from countries such as Israel, South Korea, Singapore, and the US have attended startup forums and global trade connections in Quang Nam, opening up initial opportunities to connect open ecosystems and rapidly increase local startup products.

Experience in building an international startup ecosystem, the mindset of connecting and sharing resources, and global trade are "transformed" and leave many marks in the Quang Nam Open Startup Ecosystem.

Startup projects have boldly entered the international playground, such as: GreenTech Vietnam Project of Nguyen Quoc Vuong (Dai Loc), the 21st National Startup Champion (2023) entered the top 3 of the EWC 2024 Finals in the Indo-Pacific region, officially entered the top 250 of the Global Startup Cup (EWC); Kolavina Saponin Project of Hong Sanh (Quang Nam University) entered the finals of the Global SBC Competition organized by Hec Montreal University, Canada; and "Ba Ba Hoi" cake project (Tam Ky) boldly exported to the US and Canadian markets... Those are the initial foundations and also the core values ​​on the journey to participate in GEM.

Program No. 60-CTr/TU of the Standing Committee of Quang Nam Provincial Party Committee implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and digital transformation by 2030, with a vision to 2045, sets the goal: Participate in the international startup advisory network.

Sharing this goal, according to the Provincial Steering Committee for Creative Startup Support, Quang Nam has soon positioned itself with an open startup mindset. Phase 2 (2026 - 2030) has identified the core value: Starting a business.

According to the Provincial Steering Committee for Supporting Innovative Startups, to realize the Provincial Party Committee's goals, there are 5 things that need to be defined from mechanisms to regular operations.

Firstly, continue to maintain and expand the open startup management board model, in which the role of socialization is emphasized, with the State only playing the role of creating a "playground".

Second, perfect the Provincial Startup Advisory Council in the direction of national connection and dynamic, flexible GEM aiming to build 5 to 10 national and international startup experts.

Third, approach and regularly learn from the leading GEM startup ecosystems, such as Korea, Israel, Singapore, etc.; honor provincial-level startup projects and send typical startup projects of Quang Nam to train in top GEM countries.

Fourth, raise the level of TechFest Quang Nam to connect international startup projects and organize international forums and conferences on startups. Fifth, establish solutions to improve the innovation index (PII) and the creative startup index (NEI-V) to always see where you are and have a specific direction.

From the tradition of innovation and renewal to establishing open land for startups, Quang Nam is aiming at the core values ​​of GEM to build a dynamic and sustainable startup ecosystem.
