Quang Ninh "runs and queues" to operate a two-level government

On October 6, the People's Committee of Quang Ninh province held a regular press conference for the third quarter to provide information on the socio -economic situation in the first 9 months of 2025 and key tasks for the last months of the year.

Operational results after more than 3 months of implementation

At the press conference, Mr. Bui Tuan Anh, Deputy Director of the Department of Home Affairs of Quang Ninh province, informed about the initial results of operating the 2-level local government model from July 1.

According to Mr. Bui Tuan Anh, regarding the organizational structure, the provincial level currently has 14 specialized agencies under the People's Committee, a reduction of 6 units compared to before, achieving a streamlining rate of 30%. The number of public service organizations and units is 211, a reduction of 42 focal points, achieving a rate of 25%. The three provincial-level construction investment project management boards have also been reorganized into 2 boards.

At the commune level, the province has completed the assignment and arrangement of personnel for 54 communes, wards and special zones with about 21,000 cadres, civil servants and public employees. Of which, more than 1,700 former commune-level cadres have been converted into new commune-level civil servants. At the same time, the province has received 263 civil servants to work at the Public Administration Service Center.

The Provincial People's Council and People's Committee have adjusted the 2025 payroll, allocating more than 5,000 civil servants, nearly 24,000 public employee quotas and nearly 1,800 labor contracts in public educational institutions.

The province also implemented a plan to recruit 584 new positions, prioritizing key areas such as land, finance, education, health, and information technology.

Regarding the settlement of regimes and policies, by September 12, the province had issued decisions to terminate employment for 1,065 cases according to the Government's decrees, paying nearly VND975 billion to 943 people. With the non-professional labor force at the commune level, there were 768 cases of termination, of which 263 people were paid more than VND39 billion.

Infrastructure serving administrative activities has also been gradually completed. Communes and wards take advantage of existing headquarters to ensure stable operations. 100% of administrative procedures are synchronized to the National Public Service Portal. Since July 1, the whole province has received more than 141,000 records, with the rate of early and on-time settlement reaching 98.7%. The Provincial Public Administration Center alone has received more than 35,200 records, with 99.7% of them being resolved on time.

The Provincial People's Committee has also arranged public housing, with basic working conditions meeting requirements; approved the handover of 98 cars to 54 communes, wards and special zones. In addition, the province is developing a policy to support social housing and transportation for officials working far away.

Regarding decentralization and delegation of power, from July 1st to now, the Provincial People's Committee and the Chairman of the Provincial People's Committee have issued 16 decisions authorizing departments and branches in the fields of internal affairs, health, construction, science - technology, and finance. The province also assigned the Department of Justice to advise on the issuance of a resolution detailing the scope of authority authorized to commune-level civil servants in the field of certification.

Difficulties, obstacles and recommendations for solutions

According to the leaders of the Department of Home Affairs, in the early stages of implementation, some localities lacked staff and were confused in carrying out their tasks. However, with the spirit of "running and queuing at the same time", the province established a Steering Committee and support groups at departments, branches and localities to promptly resolve difficulties. Up to now, the apparatus has basically operated stably, and policies have been implemented transparently and in accordance with regulations.

Despite many achievements, Quang Ninh still faces many difficulties. Regarding institutions, some regulations and guiding decrees have not been issued, causing difficulties in recruitment and staffing. Regarding human resources, the temporary staffing standards are not suitable for the population size, and streamlining in education is still difficult due to the increasing demand for teachers.

In addition, some delegated tasks are not clearly defined for deputies; digital document storage software is not synchronized; many technical errors still exist in online public service systems.

The Provincial People's Committee recommends that the Government soon promulgate and amend legal documents to conform to the two-level model. At the same time, it requests the Central Organizing Committee to supplement the staffing quota in educational and training public service units, ensuring enough teachers to teach and meet the increasing learning needs.

At the press conference, Mr. Ngo Quang Hung, Chief of Office of Quang Ninh Provincial People's Committee, said that the province's GRDP growth rate is estimated at 11.67%. This is the highest rate in the country and also a record in the past 10 years. Total budget revenue in the area reached nearly 51,500 billion VND, equal to more than 90% of the estimate assigned by the Central Government, up 27% over the same period last year.

The result of attracting domestic non-budgetary capital reached more than 194,000 billion VND, 20 times higher than the same period in 2024. The whole province newly established 2,956 enterprises and dependent units, an increase of more than 41% over the same period.

Quang Ninh also ranked third in the country in the Local Innovation Index in 2025. Along with economic development, social security sectors are ensured, national defense - security and social order and safety continue to be maintained.

Leaders of the Provincial People's Committee Office and departments and branches directly answered and clarified questions, and expressed their hope that the press would continue to accompany Quang Ninh in realizing the socio-economic development goals for 2025.
