After 3 days of working with a spirit of urgency, seriousness, responsibility, promoting democracy, solidarity, and intelligence, on the morning of September 27, the 16th Congress of the Quang Ninh Provincial Party Committee, term 2025-2030, closed.

At the working session, the Congress unanimously voted to pass the Congress Resolution with the goal of striving to build Quang Ninh into a rich, civilized, modern, happy city, becoming a centrally-run city before 2030.

The Congress voted and agreed on the general goals for the 2025-2030 period: Continue to strengthen the building of the Party and the political system, clean and strong in all aspects; promote the tradition of "Discipline and Unity", democracy, discipline, cultural values, human strength; develop the economy - society rapidly and sustainably; take science and technology, innovation, digital transformation, green transformation as the main driving force for development; comprehensively improve people's lives; firmly ensure national defense and security, expand and improve the effectiveness of foreign affairs activities; build Quang Ninh rich, civilized, modern, happy, become a city directly under the Central Government before 2030, become a large urban area of ​​regional and international stature by 2045, be one of the important economic locomotives of the country, confident, steadfast, moving forward in the new era of development.

The Congress unanimously agreed to strive to achieve the following main targets: Regarding Party building, strive to have over 90% of grassroots party organizations annually evaluated and classified as having completed their tasks well or better; over 90% of party members evaluated and classified as having completed their tasks well or better. The annual rate of admission of new party members reaches 3-3.5% of the total number of party members.

In terms of economy , strive for an average growth rate of gross regional domestic product (GRDP) in the 2026-2030 period of 12% per year. The proportion of processing and manufacturing industry in GRDP reaches over 18%. GRDP per capita reaches 20,000 USD. The proportion of digital economy in GRDP reaches 30%. The contribution of total factor productivity (TFP) to economic growth reaches over 55%. Strive to establish 2,000 new enterprises per year. The contribution of the private economy in GRDP is about 40-45%. The average growth rate of total social investment capital in the 2026-2030 period reaches over 12% per year. The average growth rate of social labor productivity reaches 12% per year. The urbanization rate reaches over 75% and improves urban quality.

In terms of society, strive for the rate of trained workers to reach over 90%, of which 48% are trained with degrees and certificates. Unemployment rate under 2%; reach 68 hospital beds/10,000 people; 19 doctors/10,000 people; 8 university pharmacists/10,000 people; 33 nurses/10,000 people; the rate of population participating in health insurance reaches 100%. Strive for the province's human development index to be in the top 5 provinces and cities in the country; average life expectancy of people over 76 years old. The rate of schools meeting national standards reaches over 95%. The whole province no longer has poor households according to the national multidimensional poverty standard.

Regarding the environment, strive to have the urban population supplied with clean water through a centralized water supply system reach over 99%; the rural population using clean water that meets standards reach over 85%. The collection and treatment rate of solid waste in urban areas and island communes, communes with tourism and service activities that meet standards and regulations reach over 99% and in rural areas reach 90%. The collection and treatment rate of wastewater in newly concentrated urban areas reach 100%. The rate of industrial parks and industrial clusters in operation with centralized wastewater treatment systems that meet environmental discharge standards reach 100%. The forest coverage rate reaches over 50% and forest quality is improved.

Promoting the development of science and technology, innovation and digital transformation, developing the private economy, technological infrastructure to promote the development of digital economy, marine tourism, marine economy, green transformation, energy transformation, developing Van Don special economic zone - a new generation economic zone and smart border gate in Mong Cai; developing a culture rich in Quang Ninh identity, associated with the construction and development of cultural industry, heritage economy, night economy, urban economy.

The Resolution of the 16th Quang Ninh Provincial Party Congress also identified four groups of regular tasks and major solutions to realize development goals in the new term.
