Ho Chi Minh City: Commune-level People's Committees are allowed to sign labor contracts with people with expertise and professional skills.

The Chairman of the People's Committee of Ho Chi Minh City assigned the People's Committees at the commune level to review the current status of civil servant employment; and sign labor contracts with people with expertise and professional skills to work right at the commune level.

Ho Chi Minh City People's Committee has just issued Document No. 2156/UBND-VX on deploying and implementing Official Dispatch No. 7415/BNV-CCVC dated August 31, 2025 of the Ministry of Home Affairs on the plan to ensure human resources at the commune level.

Accordingly, the Chairman of the City People's Committee assigned the People's Committees of communes, wards and special zones to coordinate with Party committees at the same level to review the number of vacant leaders and managers in specialized departments and affiliated units to complete and supplement according to regulations and authority.

Based on the orientation of the list of job positions at the commune level (according to the document of the Ministry of Home Affairs), review the current status of civil servant employment to arrange civil servants into new job positions suitable to the expertise and profession of civil servants and according to the requirements of the job position; sign labor contracts with people with expertise and profession that immediately meet the requirements of the task as prescribed in Clause 3, Article 4 of Decree No. 173/2025/ND-CP dated June 30, 2025 of the Government according to regulations and decentralized or authorized authority.

The Chairman of the City People's Committee assigned the Department of Home Affairs to be responsible for reviewing and advising the City People's Committee to allocate staff to the People's Committees at the commune level in accordance with the practical implementation of tasks; advising on examinations, recruitment or reception of civil servants according to the provisions of Decree No. 170/2025/ND-CP dated June 30, 2025 of the Government, especially prioritizing the recruitment of experienced people who immediately meet the requirements of tasks at the commune level.

Coordinate with departments managing sectors and fields to strengthen professional training for civil servants related to specialized fields such as information technology and digital transformation, finance, investment, land administration, construction, justice, etc. to ensure proper performance of functions and tasks of fields requiring professional skills to meet the requirements of operating local governments at the commune level.

Also in the above document, the Chairman of the City People's Committee assigned the departments, branches and sectors to take the lead and coordinate with the Department of Home Affairs to strengthen professional training for civil servants related to specialized fields such as information technology and digital transformation, finance, investment, land administration, construction, justice, etc. to ensure proper performance of functions and tasks of fields requiring professional expertise to meet the requirements of operating local governments at the commune level.
