Digital transformation opens the way for development

One of the development perspectives for the 2025 - 2030 term of the Provincial Party Committee is to develop the province in a green, digital and deeply integrated direction; taking digital transformation, circular economy , marine economy, border trade economy and tourism economy as the driving force for growth model innovation. The province takes science, technology and innovation development as a strategic breakthrough for the province's development. Accordingly, the province focuses on applying science, technology and digital transformation, focusing on digital government and digital economy; implementing strong decentralization and delegation associated with the "multi-center province" model and digital government.

Director of the Department of Science and Technology Vo Minh Trung said: “From political determination to concrete actions, the application of digital technology has made an important contribution to improving the leadership capacity, fighting strength of the Party, and the effectiveness of government operations at all levels. Not only does it help party organizations and governments grasp the situation faster and handle work more promptly, digital transformation also opens up a breakthrough in leadership and direction methods, helping party organizations and governments listen, interact, and adjust leadership and direction methods to be more practical, strengthening trust and social consensus.”

Party organizations and governments at all levels have shifted from manual administrative management to digital management based on data and technology, helping to improve planning, operation, inspection and supervision capacity. Electronic document management systems, digital signatures, and administrative information portals have significantly saved printing and storage costs each year, ensuring transparency and faster work processing. Big Data, artificial intelligence (AI), and internet of things (IoT) technologies are widely applied, providing a scientific basis for forecasting, evaluating and issuing timely decisions.

Wards, communes and special zones in the province focus on digital transformation, considering it a strategic task that is both urgent and long-term, an opportunity to make a breakthrough in local socio-economic development. The staff, civil servants and public employees of departments, branches and sectors actively apply information technology and digital technology to improve the efficiency of public service performance.

After the two-level local government model officially came into operation on July 1, 2025, the handling of administrative procedures online has undergone significant changes, helping people and businesses avoid having to travel a lot, saving time and money. State agencies receive and process documents quickly and transparently. Chairman of the People's Committee of Dinh Hoa Commune, Ngo Thanh Hung, said that people and businesses appreciate the convenience of performing administrative procedures online. Submitting documents online 24/7 helps people and businesses to be proactive, flexible and easily monitor the entire document processing process from the reception stage to the results.

In the process of digital transformation, the province clearly defines the motto of "taking people as the root", the application of digital technology must aim to serve the people, strengthen the close connection between the Party and the people, build a modern administration, close to the people, for the people. The Provincial Party Committee issued a plan to deploy the "Digital Education for All" movement in the whole province to popularize digital skills to all people. The Provincial People's Committee organized a launching ceremony for the "Digital Education for All" movement and launched the "Lifelong Learning" platform on the SmartAnGiang application to serve people in continuous learning in the digital environment. This clearly demonstrates the motto of "no one is left behind in digital transformation", mobilizing the strength of the entire population to participate in digital transformation.

Digital technology has become a breakthrough in Party work, especially in grasping public opinion, ethnic and religious situations. If in the past, grasping public opinion was mainly through indirect reporting, which was slow and sometimes unreliable, now online reporting systems, digital exchange groups and electronic feedback channels help Party committees update information in a timely, multi-dimensional and realistic way. Thanks to that, Party organizations and authorities can identify people's thoughts, aspirations and concerns; early detect and prevent risks arising from the grassroots.
