Quang Ninh develops sustainably, together with the country entering the era of self-improvement

In the solemn atmosphere of the 16th Provincial Party Congress, term 2025-2030, Quang Ninh looked back on the past 5 years with comprehensive and outstanding achievements. This morning (September 26), the 16th Congress of Quang Ninh Provincial Party Committee, term 2025 - 2030, entered its official working sessions. The Congress has directional and spreading significance; demonstrating urgent, serious and highly responsible preparation in the spirit of Directive No. 45-CT/TW of the Politburo.

In the preparatory session held yesterday afternoon, 366 outstanding delegates, representing the intelligence and will of more than 104,000 Party members in the entire Party Committee, looked back on the 5-year journey of the 15th term with comprehensive and outstanding achievements. During the term, the Party building work was deployed synchronously and drastically by the Quang Ninh Provincial Party Committee on all fronts. The important highlight is the strong innovation of leadership methods in a scientific and practical direction. The motto "5 clear" (clear people, clear work, clear progress, clear results, clear responsibilities) has become an effective tool to quantify responsibilities, overcome the situation of avoidance and fear of mistakes in the apparatus; create motivation for the team of cadres and Party members to dare to think and dare to act for the common interest.

Personnel work is carried out systematically from planning, training, rotation to evaluation. The province prioritizes the selection of young cadres with aspirations for innovation into leadership and management positions; at the same time, it conducts objective and multi-dimensional evaluation of cadres, ensuring the right person is selected for the right job. Thanks to that, Quang Ninh has built a team of dynamic and creative cadres, meeting the requirements of the new period.

In the context of complex cyberspace, Quang Ninh focuses on building an "ideological shield" early and from afar, resolutely fighting against wrong views. Many creative models such as "Four-good Party Cells" and "Four-good Grassroots Party Committees" have become solid "fortresses" at the grassroots level. Inspection and supervision work has been strengthened with the motto "no forbidden zones, no exceptions", associated with promoting the role of supervision and social criticism of the Fatherland Front and socio-political organizations, creating a mechanism to strictly control power.

In particular, studying and following Ho Chi Minh's ideology, morality and style has shifted from "studying" to "following" in substance. The "Self-reflection, self-correction" movement has become self-aware, with more than 7,300 typical models associated with administrative reform, eliminating temporary housing, improving public ethics... Quang Ninh is also the pioneering locality to issue regulations on rewards specifically for this movement, turning studying Uncle Ho into a regular, practical action.

At the same time, the political system is being streamlined in a streamlined, effective and efficient manner. The operation of the two-level local government model from July 1, 2025 after rearranging 171 commune-level administrative units into 54 new units is a revolutionary reform step. The province also pioneered in linking Party building with building political culture and integrity culture in the spirit of Resolution No. 17-NQ/TU. Thanks to those efforts, the social consensus rate in Quang Ninh is always very high, over 96%, a vivid demonstration of the blood relationship and strong trust of the people in the leadership of the Party.

Success in Party building has created a solid foundation for Quang Ninh to carry out a spectacular transformation in economic structure. Right from the beginning of the term, in the context of the Covid-19 pandemic, Resolution No. 01-NQ/TU on rapid and sustainable development of the processing and manufacturing industry has created a breakthrough. The province focuses on attracting enterprises applying modern technology, clean technology, creating products with high added value. As a result, the processing and manufacturing industry has grown by an average of 23% per year, becoming the main growth driver. Total FDI capital in the 2021 - 2025 period reached nearly 9.77 billion USD, 5.1 times higher than the previous period...

The service - tourism industry has also undergone a strong shift, affirming its role as a key economic sector. Quang Ninh has renewed traditional products, developed unique, international-class products. Many national and international events have been organized, spreading the image of a "safe, friendly, attractive" destination. By 2030, the province strives to become the leading green tourism center in the country, developing "4-season" tourism associated with night-time economy, heritage economy, and cultural industry.

The successful transformation has resolved challenges and contradictions in development, contributing to an average GRDP growth rate of 10.4%/year, 1.7 times higher than the national average. The economic scale in 2025 is estimated to reach 395,000 billion VND, 1.9 times higher than in 2020; GRDP per capita is estimated to reach over 11,000 USD, 2.23 times higher than the national average.

From the above comprehensive and outstanding achievements, the 16th Provincial Party Congress was identified by the Quang Ninh Provincial Party Committee as an important milestone on the path of sustainable development, joining the country in the era of rising up.
