According to information from the Quang Tri Provincial Civil Defense Command, according to preliminary statistics as of 12:30 on September 28, heavy rain and strong winds caused the roofs of 6 houses in My Thuy commune to be blown off; some areas and traffic points were flooded and eroded. In particular, in the North of Quang Tri province, there was a landslide along Kien Giang river through Loc Thuong village (old An Thuy commune) about 30m long; in the South of the province, on the bank of Vinh Dinh river on Xuan-Quy-Vinh road through Lam Thuy and Kinh Duy villages, there were more serious landslides and subsidence points, some of which ate deep into the asphalt road; the total length is estimated at more than 300m (Lam Thuy 200m; Kinh Duy 100m).
Heavy rains caused rising water levels, flooding and isolating some areas in the province. Specifically, in the northern part of the province, Phong Nha commune has a road from Trooc to Chay Lap (formerly Phuc Trach) that has been cut off due to flooding since 8:00 a.m. on September 27 until now, with a water level of about 60cm and a length of about 20-30m. The spillways in Kim Phu commune were also flooded and are isolated; Tuyen Lam commune was flooded about 80cm deep at Ban Chuoi spillway, causing local isolation of 17 households with 89 people, and the inter-village road from Bac Son to Thanh Lang was flooded 1m deep.
To the south of Quang Tri, in Dakrong commune, the spillway at km28, Ly Ton village was flooded 0.5m deep; Ba Long commune was flooded and isolated at 4 points from 0.8 - 1.2m. In Huong Lap commune, the spillway at A Xoc-Cha Ly village was flooded 0.5m causing. In Lay Lay commune, the spillway on the Ta Rut-A Vao road; the intersection of Ho Chi Minh road to La Lay had high and fast water levels. In A Vao commune, the Ta Rut spillway to A Vao, the A Vao spillway to La Lay, the spillway from A Vao village to Tan Di 2 village were flooded, with water levels 50 to 80cm below the bridge surface. The flooded points and areas made traffic impassable.
Some points and intersections were also flooded, causing traffic jams, making it impossible for vehicles to pass. Specifically, National Highway 15D has Dakrong spillway/Km0+307 flooded 1.8m deep; La Hot spillway/Km1+094 is flooded 0.2m deep. Authorities have banned vehicles from traveling at the above points. In addition, National Highway 49C section Km18+700-Km18+800 is flooded 5-10cm; National Highway 9B has 2 underground spillway locations Km41+900 and Km43+700 flooded 0.3-0.4m deep, causing traffic jams....
Quang Tri province has a total of 8,577 vehicles/23,232 workers. By the morning of September 28, all boats in the dangerous area had entered safe shelters. Regarding the incident, 2 fishing boats with registration numbers: BV 4670 -TS and BV 0042 -TS residing in Vung Tau ward, Ho Chi Minh city with 11 crew members had an accident when entering Cua Viet creek (Quang Tri) to take shelter from the storm, about 1.5 km from shore (right before Cua Viet creek).
As soon as he received the information, Quang Tri Provincial Party Secretary Le Ngoc Quang, Standing Vice Chairman of the Provincial People's Committee Hoang Nam and leaders of relevant departments and agencies went to the scene to directly direct the search and rescue work. Quang Tri Provincial leaders also visited and encouraged the distressed crew members and asked the fishermen to rest assured and receive treatment until their health was stable. Provincial leaders also asked the Provincial Border Guard to continue to pay attention and provide the best conditions to ensure the health of the fishermen, while effectively and safely implementing the rescue work. By noon on September 28, 9/11 crew members of the two distressed ships had been rescued by the authorities and brought safely to shore. Faced with the complicated developments of storm No. 10, to ensure the safety of local people, local authorities, Border Guard, Military , Police and related units coordinated to evacuate 291 households/1,402 people to safe places. Of which, in My Thuy commune, 7 households with 22 people were evacuated, MTIP Company moved over 200 workers and laborers out of camps and construction sites to safe shelters, Ba Long commune 134 households/416 people, La Lay commune 4 households/13 people, Phong Nha commune 71 households/71 people, Phu Trach commune 250 workers to solid schools in the area to take shelter from the storm, Nam Dong Ha ward evacuated 75 households/245 people and Con Co special zone evacuated 185 people to safe shelters.
According to forecasts, from September 28 to 29, Quang Tri province is likely to experience widespread heavy rain, with total rainfall ranging from 100-300 mm, and in some places over 400 mm. There is a very high risk of deep, widespread flooding in the downstream areas of rivers, local flooding of bridges on some traffic routes in mountainous areas, local flooding of urban areas and areas with poor drainage, flash floods, landslides on slopes of communes in mountainous areas, construction works under construction, landslides on river banks and streams, and landslides on traffic road slopes.
