On the same day, the Department of Education and Training of Nghe An sent a document to the Heads of units under the Department of Education and Training; Chairman of the People's Committee of communes and wards directing schools located in the area to strictly implement the contents of Official Dispatch No. 2782/SGD&DT-VP&TT dated September 23, 2025 of the Department of Education and Training and directive documents of competent authorities.
In addition, units need to seriously organize 24/24 duty, closely monitor the developments of storms and floods to proactively develop a plan to be ready to respond to storm No. 10. At the same time, carefully review vulnerable areas, promptly detect potential risks of insecurity, especially areas at risk of landslides, flash floods, deep flooding, and areas downstream of hydropower plants to proactively develop timely response plans.
Currently, the work of overcoming the storm and flood in many schools in Con Cuong commune is being urgently carried out. At Chi Khe Kindergarten, in the past few days, dozens of soldiers of Company 7, Battalion 5, Regiment 335 stationed in Anh Son commune have come to the school and the people in the flooded area of Con Cuong commune to participate in the cleanup. Nearly a week ago, this school was flooded almost to the roof and covered in mud more than 1 meter deep. However, to date, the cleanup has been basically completed.
In the process of flood and storm prevention, it is necessary to promote the role and responsibility of the unit leader in directing and implementing disaster prevention measures. Absolutely do not be passive or surprised in responding, especially to the risk of flash floods and landslides, in order to ensure absolute safety for the lives of cadres, teachers, staff and students, and minimize damage to property and school buildings.
Immediately after receiving the official dispatch from the Department of Education and Training, schools in the area also announced the closure of Monday (September 29) to parents and students, reviewed and reinforced facilities, checked drainage systems, and prepared disaster response plans; boarding schools proactively guided students to safe shelters, stocked up on necessary supplies and complied with the instructions of local authorities.
Faced with the complex developments, strong intensity and fast movement of storm No. 10 (BUALOI), the authorities of Thanh Vinh, Truong Vinh, Vinh Hung, Vinh Phu wards... (Nghe An) have developed plans and arranged forces to evacuate people at flood-prone areas and old apartment buildings to safe places such as schools, hotels and solid houses.
For example, the authorities of Hung Nguyen Nam commune (Nghe An) coordinated with the police and militia forces to urgently support people in cleaning up their belongings, mooring boats and evacuating all 8 households with 40 people in Xuan Lam 2 fishing village, who were living on boats and temporary shacks near the Lam River bank, to safety ashore before storm No. 10 made landfall.
Through on-site inspections in a number of localities, Nghe An Provincial Party Secretary Nguyen Duc Trung requested localities to continue reviewing and proactively arranging forces and means to be ready to organize and deploy support work to evacuate and relocate people in unsafe areas.
"Resolutely do not let people stay on ships, boats, cages, and aquaculture huts when the storm directly affects them. Take measures to prevent and fight fires and explosions. If necessary, take coercive measures to ensure people's safety," emphasized Provincial Party Secretary Nguyen Duc Trung.
