Quang Tri: Some basic infrastructure projects are still stuck in site clearance.

Up to now, 3/7 projects under the Basic Infrastructure Project for Comprehensive Development of Nghe An, Ha Tinh, Quang Tri Provinces (BIIG2 Project) - Quang Binh Province Sub-project (old) still have problems with compensation and site clearance that have existed for many years.

On the afternoon of July 17, Vice Chairman of the People's Committee of Quang Tri province Phan Phong Phu inspected the site clearance and resettlement work and held a meeting to review the progress of the projects under the Basic Infrastructure Project for Comprehensive Development of Nghe An, Ha Tinh, Quang Tri Provinces (BIIG2 Project) - Sub-project of Quang Binh Province (old).

Accordingly, Vice Chairman of Quang Tri Provincial People's Committee Phan Phong Phu inspected 3 projects: Dinh Muoi tourist route, the road connecting National Highway 1 bypass with the East branch of Ho Chi Minh road, the road from Loc Ninh commune (old) to Dong Hoi Northwest Industrial Park.

For the Dinh Muoi tourist route project, the Quang Ninh Project Management Board (PMU) for Investment, Construction and Land Fund Development (PDC & PTQD) is in charge of site clearance.

According to the report of the Project Management Board, the project has a total affected area of ​​16.77 hectares of 20 households and 3 organizations; to date, compensation and site clearance work has been completed with a total area of ​​16.60/16.77 hectares, reaching 98.99% of 13 households and 3 organizations. Currently, there are 7 households with garden land adjacent to residential land and residential land with a total area of ​​0.17 hectares that have not completed site clearance and resettlement land allocation.

For the road project connecting Highway 1 bypass with the East branch of Ho Chi Minh Road, the Dong Hoi Construction Investment and Development Project Management Board is in charge of site clearance. This project has a total affected area of ​​5.88 hectares that must be recovered from 82 households and 3 organizations.

According to the project management board, the project has completed site clearance for a total area of ​​5.63/5.88 hectares, reaching 95.74% of 78 households and 3 organizations. Currently, the project scope is still stuck with incomplete compensation and site clearance for 4 households and 1 organization with a total area of ​​0.25 hectares.

For the road project from Loc Ninh commune (old) to Dong Hoi Northwest Industrial Park, the Dong Hoi Construction Investment and Development Project Management Board is in charge of site clearance. The project has a total affected area of ​​11.94 hectares, including 240 households and 3 organizations. Up to now, the Project Management Board has completed site clearance with a total area of ​​11.13/11.94 hectares, reaching 93.22% of 210 households and 3 organizations. Currently, there are 30 households with residential land and garden land adjacent to residential land with a total area of ​​0.81 hectares that have not completed compensation and site clearance.

After directly inspecting the progress of the projects, Vice Chairman of Quang Tri Provincial People's Committee Phan Phong Phu had a working session with relevant departments, branches, units and localities.

At the meeting, Mr. Nguyen Viet Vuong, Director of BIIG2 Project Management Board - Quang Tri Department of Finance, said that the Department is currently implementing the BIIG2 Project with a loan from the Asian Development Bank (ADB). The project consists of 7 sub-projects with an implementation period until September 30, 2025.

In recent times, the Quang Tri Department of Finance, together with other departments, branches and localities, has actively handled and resolved many issues in compensation and site clearance work, and has so far basically completed a number of projects to ensure progress. However, there are still 3/7 projects with compensation and site clearance issues that have existed for many years, greatly affecting the progress of implementation.

At the meeting, representatives of leaders of departments, branches and localities proposed a number of opinions and recommendations on compensation, support, site clearance for projects; planning adjustment, conversion of land use purposes, resettlement arrangements; measures to implement resettlement areas, allocation of resettlement land to households... to speed up the implementation of BIIG2 Project.

Speaking at the meeting, Vice Chairman of Quang Tri Provincial People's Committee Phan Phong Phu requested that in the coming time, units and localities continue to mobilize to raise people's awareness of the meaning and importance of the project. If there are complicated and prolonged complaints, a plan must be developed to protect the construction.

In addition, Vice Chairman Phan Phong Phu requested departments, branches and localities to proactively deploy plans to implement works and projects in the direction of "Clear people, clear work and clear responsibilities"; consider and handle recommendations from households related to planning adjustments, land use conversion, resettlement arrangements; for investors of resettlement areas, speed up the progress of implementing resettlement areas, and hand over resettlement land to each household.

Vice Chairman of Quang Tri Provincial People's Committee Phan Phong Phu also assigned the responsibility to the Provincial People's Committee Office to urge and monitor the progress of projects and promptly report to the Provincial People's Committee for consideration and resolution.
