Quang Tri focuses on disbursing public investment capital in the last months of the year

(Chinhphu.vn) – The disbursement rate of public investment capital in Quang Tri province by mid-September only reached 34.76%. The leaders of the Provincial People's Committee are requesting units and localities to speed up and focus on drastic actions to ensure the disbursement progress in the remaining months of the year.

Quang Tri Provincial People's Committee said that the total state budget capital plan for 2025 assigned by the Prime Minister to the locality is more than 9,301 billion VND. As of September 15, the total capital plan was supplemented to 11,969 billion VND, including 2,580 billion VND from increased revenue and savings from the central budget in 2024 and 88,380 billion VND from national target program capital.

As of September 12, the total disbursed value of public investment capital reached about VND4,161 billion, equal to 34.76% of the current plan and 44.74% of the plan at the beginning of the year. Of which, the central budget capital has only disbursed VND1,686 billion (22.18%), and the local budget capital reached nearly VND2,475 billion (56.68%).

Quang Tri Provincial People's Committee said that the disbursement rate of public investment capital in the locality is still low due to many reasons. This year, the capital scale is much larger than previous years, while revenue from land and lottery has not reached the expected level, affecting the ability to balance counterpart capital. Some new projects have been allocated large capital since July, while investment and bidding procedures take a lot of time. Site clearance and resettlement, especially in key projects, are still barriers that have not been completely resolved.

Many projects have large capital plans but slow progress, such as National Highway 15D from My Thuy port to Cam Lo - La Son expressway, urban area north of Hieu river phase 2, social protection center, Nam Dong Ha ecological urban area, coastal road, Hien Luong - Ben Hai double-bank park and the road connecting Quang Tri airport.

Chairman of the Quang Tri Provincial People's Committee Tran Phong affirmed that, right from the beginning of the year, the disbursement of public investment capital has been identified by the locality as a top priority task. Therefore, authorities at all levels will focus on implementing many drastic and synchronous solutions. Specifically, the province requires enhancing political determination, clearly defining the responsibilities of each sector and each level and promoting the role of leaders in monitoring and handling field problems. Slow and unfeasible projects will be reviewed and capital will be transferred to projects with good progress and complete documents.

The locality also directed to tighten discipline and order in project management, strictly handle cases of deliberate delay, at the same time promote administrative procedure reform, shorten the time for document approval, apply technology in monitoring and early warning of problems.

To speed up the disbursement of public investment capital, the People's Committee of Quang Tri province also proposed that the Central Government soon issue a Decree guiding the implementation of Law No. 90/2025/QH15, allowing the province to proactively adjust the medium-term public investment plan using the central budget, helping to effectively implement key projects.

For the North-South high-speed railway project, the cost of building resettlement areas and cemeteries is about 3,560 billion VND, exceeding the local budget balance capacity. If not arranged promptly, it will greatly affect the project's progress.

"With close direction, drastic actions and strict monitoring mechanisms, the locality will make the greatest efforts to complete the public investment disbursement plan for 2025, contributing to promoting socio-economic development and the set growth target," affirmed Chairman of the Quang Tri Provincial People's Committee Tran Phong.
