The two sides were pleased and highly appreciated the results of the implementation of the 2024 Annual Talks Minutes and recognized that the special friendship and solidarity between the two sides is extremely important to create a premise for each side to strive to fulfill its assigned tasks, contributing to building a peaceful , friendly, cooperative and mutually developing border. The two sides affirmed that they will promote the achieved results and strive further to meet the requirements of the tasks in the new period, together cultivating the friendship and special solidarity between the two forces.
In recent times, the Border Guard of Quang Tri province and the Police of Savannakhet province have actively coordinated and effectively carried out propaganda, dissemination and legal education ; raised awareness; mobilized people on both sides of the border to strictly implement the Agreement on border management regulations and land border gates of the two countries, and the laws of each country. Relevant units of the two sides regularly exchange information and coordinate effectively in the fight against all types of crimes, especially crimes related to drugs, explosives; illegal entry and exit; smuggling, trade fraud, counterfeit goods, etc.
The two sides also pay attention to and direct units to coordinate in inspecting, controlling, registering, verifying, issuing and withdrawing documents for people, vehicles, and goods entering and exiting the country, and importing and exporting according to the regulations of each country; effectively implementing the twinning regulations signed between the units; advising local Party committees and authorities at all levels to maintain, implement and spread the twinning model of residential clusters on both sides of the border...
The two sides' delegations also pointed out the shortcomings and limitations in the coordination work in recent times. In particular, the coordination work of propaganda and dissemination of legal education to people on both sides of the border is sometimes not regular, there are still illegal immigration and violations of the laws of each country. There are still people on both sides of the border crossing the trails and border river crossings not in accordance with regulations, and there are marriages without legal marriages...
The Border Guard of Quang Tri province and the Police of Savannakhet province discussed, agreed on the contents and signed the Minutes of the Talks with many important tasks in 2025-2026. The two sides continued to effectively implement the contents of the Minutes of Cooperation Agreement between the Border Guard Command/Ministry of National Defense (Vietnam) and the General Department of Police, General Department of Security/Ministry of Security (Laos) signed on December 12, 2021 in Quang Tri province. The two sides implemented the contents of the signed Minutes of the Talks, overcoming the shortcomings in the past time; focusing on propagating and educating the Agreement on border management regulations and land border gates for officers and people on both sides of the border to understand and strictly comply with, contributing to building a peaceful, friendly, cooperative and developed border.
In the coming time, the two sides will actively coordinate to grasp and exchange information on activities; support, coordinate and effectively fight and suppress all types of crimes, ensure security, order, social safety and firmly protect the territorial sovereignty of each country; handle and resolve situations and incidents in accordance with the Agreement on border management regulations and land border gates between the two countries and the laws of each country... The two sides will continue to coordinate to inspect, control and strictly manage people, vehicles and goods crossing the border and border gates to create an open environment and border circulation in accordance with the laws of each country; advise competent authorities of both sides to study and supplement plans to open openings, secondary border gates and border markets; coordinate drills to fight and prevent illegal immigration and emigration; maintain the regime of talks, visits and greetings to each other on holidays and New Year of each country...
