The National Assembly approved the addition of 6 general positions to the police force.

On the afternoon of June 22, with 414/465 votes in favor, 28 delegates against, and 23 delegates abstaining, the National Assembly passed the Law amending and supplementing a number of articles of the Law on People's Public Security, effective from August 15, 2023.

Accordingly, the police force has 6 more positions with the highest rank of general, including 1 Senior Lieutenant General, a seconded police officer, elected to hold the position of Chairman of the National Assembly's Defense and Security Committee.

Previously, during discussions in groups and halls, there were opinions suggesting regulating the number of general positions as a percentage of the total number of soldiers; regulating the number of generals in peacetime appropriately.

Some opinions suggest that there should be no limit on the number of general positions. Others suggest adding a regulation that the highest rank of a seconded officer elected to hold the position of Vice President of the National Assembly is General.

In the report explaining, receiving and revising the draft law before the National Assembly voted, the National Assembly Standing Committee said that the above opinions are well-founded.

However, the determination of the number of general-level positions has been carefully and thoroughly considered and evaluated, placed in relation to the number of general-level positions in the People's Army during the process of building the Law on People's Public Security and the Law on Officers of the Vietnam People's Army, and has been decided by competent authorities, according to the report.

The current Law on People's Public Security stipulates 199 positions with the rank of general; each position has been specifically stipulated in the law and in the resolution of the National Assembly Standing Committee.

Thus, adding 6 positions with the highest rank of general is enough number of positions according to the decision of competent authority.

The National Assembly Standing Committee also explained that the current law stipulates the highest rank of Lieutenant General and Major General for seconded officers, and higher ranks for seconded officers are decided by competent authorities.

During the 15th National Assembly term, the Chairman of the National Defense and Security Committee was held by a seconded police officer, Deputy Minister of Public Security .

Therefore, the addition of the regulation on the rank of Senior Lieutenant General for officers seconded to hold the position of Chairman of the National Defense and Security Committee is consistent with practice, ensuring consistency and strictness in the ranks of seconded officers.

When amending the Law on Officers of the Vietnam People's Army, the rank of Senior Lieutenant General will be considered for seconded People's Army officers elected to hold the position of Chairman of the National Defense and Security Committee to ensure consistency between the two laws, the report stated.

The National Assembly also agreed to amend and supplement the maximum service age of non-commissioned officers and police officers. Specifically, non-commissioned officers are 47 years old; Lieutenants are 55 years old; Majors and Lieutenant Colonels (males 57, females 55); Senior Colonels (males 60, females 58); Colonels (males 62, females 60); Generals (males 62, females 60).

In case the police unit has a need, police officers who are Lieutenants, Majors, Lieutenant Colonels, and Senior Colonels, if they have sufficient qualities, are good at their profession and skills, are in good health and volunteer, can have their service age extended according to the regulations of the Minister of Public Security, but not more than 62 for men and 60 for women.

In special cases, officers may have their service age extended beyond 62 for men and beyond 60 for women according to the decision of the competent authority.

For police officers, the maximum service age for men is 62 years old, for women is 60 years old and follows the retirement age roadmap for employees as prescribed by the Labor Code. Police officers are subject to the same regimes and policies as defense workers .
