On the afternoon of September 26, in Hanoi , the National Civil Defense Steering Committee held an urgent meeting with ministries, branches and localities to discuss solutions to respond to storm No. 10 (Bualoi). This storm is forecast to move unusually fast, strong and have a very wide range of influence.

At the meeting, Mr. Mai Van Khiem, Director of the National Center for Hydro-Meteorological Forecasting, informed that on the night of September 26, the storm entered the East Sea at level 11 and became storm number 10. On September 27, the storm intensified to level 11-12, gusting to level 15 and increased to level 13, gusting to level 16 on September 28. Around morning to noon on September 29, the storm will make landfall in the provinces of Thanh Hoa - Ha Tinh at level 12, gusting to level 15.

The Director of the National Center for Hydro-Meteorological Forecasting said that due to the high sea surface temperature in the East Sea (29-30 degrees Celsius), the storm has the conditions to continue to strengthen as it moves deeper into the East Sea. The main direction is Northwest, when entering the Hoang Sa special zone, the storm is likely to deviate to the North, pouring into the North Central region or above the Gulf of Tonkin. Heavy rain will be concentrated in the provinces and cities of Quang Tri, Hue, Nghe An, Thanh Hoa, Ha Tinh, with common rainfall of 300-400 mm, locally 450-500 mm, with the potential risk of flash floods and landslides.

Representing the Ministry of National Defense, Major General Pham Hai Chau, Deputy Director of the Department of Rescue and Relief, said that the military has prepared a response plan, calling on ships from Quang Ninh to Lam Dong to take shelter in safe places. The 112 switchboard system to receive emergency information about natural disasters has been activated. The army will coordinate with local authorities to be ready to set up a forward command post in Military Region 4 when necessary.

Director of the Department of Dyke Management and Natural Disaster Prevention Pham Duc Luan warned that storm No. 10 will affect the area in the middle of the East Sea, where many ships operate. Localities need to quickly call for and guide ships to avoid the storm, and urgently reinforce houses, public works, industrial zones, electricity and telecommunication systems.

About 45,000 hectares of unharvested rice need to be urgently mobilized to support harvesting. The issue of reservoir safety is also particularly urgent, as most reservoirs are full, and early flood discharge must be calculated to ensure safety.

Chairing the meeting, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep assessed: unlike storm No. 9 which weakened before reaching the shore, storm Bualoi (No. 10) got stronger as it got closer to land, with a wider impact area, and both wind and rain were heavy. This is an especially dangerous situation when storms No. 9 and No. 10 made landfall in succession, in a context where many localities have not yet overcome the consequences of previous storms.

The Deputy Minister of Agriculture and Environment suggested that localities should not be complacent and should ban the sea early, even 48 hours before the storm makes landfall. Evacuation plans, ensuring the safety of dams and reservoirs, and allowing students to stay home from school on the day the storm makes landfall must also be prepared.
