Flood warning on many rivers
Monitoring data shows that the water level on the Cau River at Luong Phuc hydrological station (Soc Son district) has now reached 7.27m, which is 0.27m above the alarm level II. On the Ca Lo River, at Manh Tan hydrological station (Dong Anh district), the measured water level has also exceeded the alarm level I.
Meanwhile, the water level on the Bui River at Yen Duyet hydrological station (Chuong My district) or the Tich River at Vinh Phuc and Kim Quan hydrological stations flowing through Thach That and Quoc Oai districts... is also rising rapidly and will soon approach the alarm level.
Worryingly, the bulletin of the Hydrometeorological Station of the Northern Delta and Midlands warns that from now until the night of August 25, Hanoi will continue to have moderate to heavy rain. The rainfall is generally from 40 to 70 mm, in some places over 100 mm. This will cause the water level of the rivers to continue to rise even higher.
Deputy Head of the Hanoi Department of Irrigation and Natural Disaster Prevention and Control Dao Quang Khai said that rising river water levels pose a risk of flooding in low-lying areas and residential areas along rivers, especially the Bui and Tich rivers.
In fact, thousands of households in Chuong My and Quoc Oai districts were seriously affected by flooding that occurred in late July and early August 2024. That was the time when heavy rains also lasted for many days, causing the water level of Bui and Tich rivers to rise above alert level III, overflowing the dikes and flooding residential areas along the river.
Proactively respond to floods
Director of the Department of Dykes and Natural Disaster Prevention and Control ( Ministry of Agriculture and Rural Development ) Pham Duc Luan said that, in response to heavy rains, the unit advised the Ministry to issue Document No. 6300/BNN-DD on responding to heavy rains in the Northern region (including Hanoi), and a document on strengthening patrolling and guarding to ensure dike safety.
During the prolonged heavy rains in late July and early August 2024, Hanoi recorded two cases of people being swept away by floodwaters in Quoc Oai and Chuong My districts. Thousands of households in riverside localities were also flooded for several weeks...
Accordingly, the Ministry of Agriculture and Rural Development recommends that Hanoi and localities closely monitor forecasts and warnings of heavy rain, floods, flash floods, and landslides; thereby providing timely and complete information to authorities at all levels and people to proactively prevent, respond, and minimize damage.
Deputy Director of the Hanoi Department of Agriculture and Rural Development Nguyen Van Quyen especially noted that due to the continued heavy rain, the water levels of the rivers are expected to change rapidly and rise. Therefore, the localities along the rivers need to proactively respond with the highest spirit; absolutely do not be subjective in the face of the development of floods.
“Currently, the Department is directing riverside localities to focus on deploying shock troops to inspect and review residential areas along rivers, streams, low-lying areas and areas at high risk of flooding to proactively organize the relocation and evacuation of people in dangerous areas to safe places…” – Mr. Nguyen Van Quyen said.
The Hanoi Department of Agriculture and Rural Development also requested localities to organize guarding, controlling, supporting, and guiding to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water, areas where landslides have occurred, or are at risk of landslides.
Along with arranging forces, materials and means to overcome incidents and ensure smooth traffic on main traffic routes when heavy rain occurs, units arrange permanent forces to be ready with flood prevention plans and ensure dyke safety according to the alarm level.
