There are a few days left before the October 1 deadline to convert the toll collection account to Traffic account, many vehicle owners wonder how the remaining money in the toll account will be handled.
According to Article 31 of Decree 119 issued by the Government in 2024, from October 1, road vehicle owners must convert their current toll collection accounts to traffic accounts connected to non-cash payment means.
For traffic accounts that have not run out of money, the electronic toll collection system (ETC) will prioritize using that money to deduct traffic fees, if the amount is still sufficient.
From October 1st, the amount in the toll collection account, even if it is only a few thousand dong, will be transferred by the ETC service provider to the e-wallet connected to the traffic account ( Viettel Money or VETC wallet).
For customers who do not use e-wallets but use international credit cards, they need to provide a bank account number so that the service provider can transfer the remaining amount in the transportation account to that bank account.
Currently, VETC users can also proactively withdraw the remaining money in the toll account to the e-wallet of this provider. Within 24 hours of making the request, the money will be updated in the VETC wallet. However, this is currently only applicable to toll accounts with a balance of less than or equal to 1 million VND.
For ePass users, they cannot transfer money from their toll accounts to payment methods linked to their transport accounts on the application such as VETC. If they want to withdraw money, ePass account holders need to fill in all information on the withdrawal form according to the available form and send it to this provider. After that, users can receive the money back in cash or via bank account.
VETC (through VETC wallet) supports connection with 40 banks, while ePass (through Viettel Money) supports connection with 41 banks. Thus, if customers do not have an account at the banks on the linked list, they will have to open a new account to connect with the traffic account.
Currently, neither ePass nor VETC supports direct connection. traffic account with bank accounts, which have only two forms: e-wallet (Viettel Money or VETC wallet) and international credit card.
According to the Ministry of Construction , although the deadline is approaching (October 1, 2025) for car owners to convert toll collection accounts to traffic accounts, there are still 2.8 million car owners nationwide who have not done so.
The main reason is that some vehicle owners are not interested and do not have the need to travel through toll stations, so they have not connected their traffic accounts with non-cash payment methods; there is difficulty in linking with bank accounts...
The Vietnam Road Administration has issued a document directing BOT project investors/enterprises to coordinate with road payment service providers to arrange staff on duty at the station 24/7 to support and guide vehicle owners in connecting their traffic accounts with non-cash payment methods.
