The province is striving to build smart border gates with the goal of increasing customs clearance capacity by 2-3 times by 2027 and by 2030 by 4-5 times compared to the present time; striving to increase the total import-export turnover of all types to about 110 billion USD.
Building a model "model border gate"
Huu Nghi International Border Gate is the first border gate in the country to be selected to pilot the construction of a smart border gate model. This model is built on the basis of the Framework Agreement on promoting the pilot construction of Vietnam - China smart border gates signed by the People's Committee of Lang Son province (Vietnam) and the People's Government of Guangxi Zhuang Autonomous Region (China) on June 26, 2023 in Beijing (China) within the framework of the visit and working session of Prime Minister Pham Minh Chinh.

On August 17, 2024, the Prime Minister issued Decision No. 865 approving the pilot project to build smart border gates on specialized roads for transporting goods in the area of landmarks 1119-1120 and specialized roads for transporting goods in the area of landmarks 1088/2-1089 belonging to the Huu Nghi (Vietnam) - Huu Nghi Quan (China) international border gate pair.
The project has a total implementation budget of 7,968 billion VND. The implementation period includes 2 phases: from the third quarter of 2024 to the end of the second quarter of 2026 focusing on infrastructure construction and from the third quarter of 2026 to the end of the third quarter of 2029 implementing pilot operations. According to the project, the smart border gate will apply artificial intelligence (AI), unmanned autonomous vehicles (AGV), warehouse management systems using smart cameras...
To speed up the implementation progress, the Provincial People's Committee has assigned the Dong Dang - Lang Son Border Gate Economic Zone Management Board to preside over and coordinate with departments and branches to urgently build a smart border gate.
Mr. Nguyen Quoc Toan, Head of the Management Board of Dong Dang - Lang Son Economic Zone, said: In performing the tasks assigned by the Provincial People's Committee, the Management Board coordinated with the Provincial People's Committee to submit to the Standing Committee of the Provincial Party Committee Decision No. 1909 dated October 16, 2024 on the establishment of the Steering Committee to implement the project; advised the Provincial People's Committee to establish a Working Group to assist the Steering Committee and issue Plan No. 239 dated October 24, 2024 of the Provincial People's Committee on the implementation of the project.
To implement phase 1 of the project, the Provincial People's Committee focused on infrastructure construction. Accordingly, the State budget invested in 3 infrastructure projects including: the project to invest in the construction of an inter-sectoral office for functional forces at the specialized freight transport road at landmark 1088/2-1089; the project to expand the specialized freight transport road in the area of landmark 1088/2-1089; the project to expand the specialized freight transport road in the area of landmark 1119-1120. The province has allocated 256,288 billion VND to implement the above 3 projects.
Through discussions with relevant agencies and conducting a survey of China's smart border gate, the Provincial People's Committee found that the construction of China's smart border gate has been basically completed, progressing about 1.5 years faster than that of Lang Son province. The remaining volume is mainly the connection work between the two sides within 30 meters from the border. This is a great pressure on the province in the construction process to soon synchronize infrastructure with China.
Speed up progress
Smart border gates are a project with many new contents, unprecedented in Vietnam and not yet regulated in our country's legal documents. For example: the management and operation of smart traffic equipment for transporting goods between the two countries; data sharing between the two sides; medical quarantine management, national security and defense, etc. require ministries and branches to coordinate.
In addition, the implementation of projects requires adjustments to construction planning, land use planning, and procedures for investment policy preparation and approval, which takes a lot of time for preparation and implementation. These problems have greatly affected the progress of project implementation.
To remove obstacles and speed up the progress of project implementation, every month, the leaders of the Provincial People's Committee hold regular meetings with relevant departments and branches to disseminate and organize implementation, and at the same time direct specialized agencies to survey locations, agree on investment scale, prepare reports proposing investment policies...; direct relevant units to develop plans and mechanisms to attract investment from non-budgetary sources to implement the project.
The Provincial People's Committee also established working groups to survey the smart border gate model in Bang Tuong town, Guangxi; built a mechanism for regular meetings and exchanges between the People's Committee of Lang Son province and the People's Government of the Guangxi Zhuang Autonomous Region... From August 2023 to present, the Provincial People's Committee has organized 3 conferences on implementing the smart border gate model with China to discuss and agree on construction plans to ensure synchronization between the two sides.
Mr. Bui Hoang Nam, Deputy Director of the Provincial Construction Investment Project Management Board, said: The projects under the smart border gate project are all key projects of the province in 2025. Up to now, 2/3 of the projects have started construction and are being organized according to plan. For the project to expand the specialized road for transporting goods in the area of landmark 1088/2-1089, the unit is striving to complete the selection of contractors to start construction in October 2025. Currently, the unit is also actively coordinating with the People's Committees of related communes and the Provincial Land Fund Development Center to carry out site clearance for the projects to meet the requirements of construction progress. The goal is to complete the disbursement of 95% of the capital plan allocated for the projects under the project in 2025.
With the efforts of the province as well as relevant ministries and branches, up to now, the province has completed the signing of a Memorandum of Understanding with the People's Government of the Guangxi Zhuang Autonomous Region on the mechanism for regular meetings and exchanges to jointly build a pilot smart border gate; established a hotline and assigned a contact point with Guangxi to promptly and effectively implement the signed mechanism...
Regarding the adjustment of construction planning, up to now, the province has completed 5 planning projects; at the same time, reviewed, adjusted, supplemented land use indicators, adjusted land use planning, carried out procedures to convert the use of rice land and production forest land to other purposes...
Regarding database interconnection, Lang Son Telecommunications has deployed 15 5G mobile stations to ensure that when the smart border gate is put into pilot, the mobile infrastructure will meet the connection requirements. The development of temporary guidelines for the implementation of construction, management and operation of smart border gates has also been proactively completed by departments and branches to submit to ministries and branches for consideration.
In addition, the province has also socialized the projects of wharfs, warehouses, ports, and logistics centers under the project to attract investment capital from outside the budget. The province has completed the procedures to select Bao Nguyen Trading Joint Stock Company as the investor to build a smart parking lot at the area of landmark 1088/2-1089.
Mr. Hoang Cao Thuong, Deputy Director of the Department of Industry and Trade, said: The import and export according to the traditional model at Huu Nghi International Border Gate has now approached the maximum customs clearance capacity (about 1,350 vehicles/day), while the actual demand for customs clearance of goods of import and export enterprises is much higher. The smart border gate model has been newly invested in both infrastructure and information database between Vietnam and China, so the transportation of goods is completely contactless, uninterrupted, and continuous 24/24 hours. Recently, the Department of Industry and Trade has actively coordinated with the Management Board of Dong Dang - Lang Son Economic Zone, relevant departments and branches to survey the implementation of projects to expand specialized roads for transporting goods; chaired and coordinated with relevant agencies to research, advise, and propose mechanisms and policies in the fields of trade and import and export in accordance with reality, contributing to the effective implementation of the project...
With the strong direction of the Government, ministries, branches and the efforts and initiative of Lang Son province, we believe that the difficulties will soon be resolved, progress will be accelerated, and the first smart border gate model of the country will soon be put into effective operation.
