2025 is the first year that 12th graders will take the high school graduation exam according to the 2018 general education program. According to the exam plan just announced by the Ministry of Education and Training, each candidate must take two compulsory subjects: Math, Literature and two elective subjects from the remaining subjects studied in grade 12 (including Foreign Languages, History, Physics, Chemistry, Biology, Geography, Economic and Legal Education, Information Technology and Technology). The expected time to hold the 2025 high school graduation exam is June 26 and 27.

This is the transition year between the implementation of the 2006 General Education Program and the 2018 General Education Program. To ensure the rights of candidates who have not graduated from high school under the 2006 General Education Program (12th grade candidates taking the high school graduation exam in 2024 and previous years), the Ministry of Education and Training said that there will be a separate exam for these candidates.

Thus, the 2025 high school graduation exam will have 2 sets of exam questions, including 1 set of exam questions for candidates studying under the 2018 general education program and 1 set of exam questions for candidates studying under the 2006 general education program. The organization of the exam for candidates taking the 2006 general education program will be carried out according to the 2024 high school graduation exam regulations; they will be organized to take the high school graduation exam according to the general education program content they have studied. For candidates taking the 2018 general education program, there will be new regulations. The Ministry of Education and Training affirmed that this content will be included in the transitional provisions of the circular promulgating the high school graduation exam regulations from 2025.

Prof. Dr. Huynh Van Chuong - Director of the Department of Quality Management shared that simultaneously organizing exam questions and organizing exams for two general education programs at the same time is very challenging. However, with the motto of all for students, the entire education sector will try its best to organize the exam well next year.

Currently, the Ministry of Education and Training is drafting new exam regulations to apply to the 2025 high school graduation exam, for candidates studying and taking the exam according to the 2018 general education program. According to information from the Department of Quality Management, the Minister of Education and Training is assigning the Department to preside over the drafting of the High School Graduation Exam Regulations from 2025, then will widely solicit public opinion, absorb and edit so that it can be issued in November 2024.

In the 2024-2025 school year planning framework, the Ministry of Education and Training also announced the expected date of the 2025 high school graduation exam as mentioned above. The early announcement of the exam date helps the Department of Education and Training, schools, and students to be more proactive in teaching and learning as well as preparing for the exam.

With a receptive spirit, the Circular Drafting Committee hopes to receive detailed and complete contributions from all walks of life, experts and managers to have more basis to perfect the High School Graduation Exam Regulations from 2025.

In response to learners' concerns about the high school graduation exam plan, the Ministry of Education and Training announced that for the 2025-2030 period, the paper-based exam method will be maintained. After 2030, computer-based exams will be gradually piloted for multiple-choice subjects in qualified localities (a combination of paper-based and computer-based exams can be implemented). When all localities nationwide have qualified, they will switch to organizing computer-based high school graduation exams for multiple-choice subjects.

According to Mr. Nguyen Ngoc Ha - Deputy Director of the Department of Quality Management, the 2025 high school graduation exam still retains the same proportion of questions in the old style, meaning it still retains a part of the multiple-choice test format; Literature subject is tested in essay form, the remaining subjects are multiple-choice.

In terms of development, the test will have new formats such as: true, false and short answer questions. The test will aim to limit the disadvantages of the old multiple choice test format and be more convenient in assessing students according to the 2018 General Education Program.
