At the meeting of the National Civil Defense Steering Committee held on the afternoon of September 22 to discuss measures to respond to super typhoon Ragasa, Major General Pham Hai Chau, Deputy Director of the Department of Rescue and Relief ( Ministry of National Defense ) said: more than 300,000 militia and self-defense officers and soldiers, along with 8,000 vehicles and 6 aircraft, will be mobilized, ready to participate in responding to typhoon Ragasa (ie typhoon No. 9).

Military units in areas that may be affected by the storm have fully prepared plans and forces to deploy immediately in case of emergency.
The Ministry of National Defense also directed border guards at sea routes to coordinate in calling and guiding fishermen to avoid the storm. As of the afternoon of September 22, more than 54,000 vehicles and over 200,000 workers at sea had been counted and informed of the location and direction of the storm to take safe shelter.

Authorities have assessed that this is an extremely strong storm with a wide range of influence, so response work is being deployed in the spirit of "proactive early, decisive from afar", mobilizing all forces to protect the safety of people's lives and property.

According to a direct report by Mr. Mai Van Khiem, Director of the National Center for Hydro-Meteorological Forecasting, on the evening of September 22, the storm was only a few dozen kilometers away from Luzon Island (Philippines) with maximum wind speed near the center, level 17 (202-221 km/h), gusting above level 17. "It is forecasted that around 10 o'clock tonight (September 22), the center of the storm will enter the East Sea," Mr. Mai Van Khiem informed at the meeting.

The director of Vietnam's meteorological agency said that currently, international meteorological agencies, including Japan and Hong Kong (China), have identified Ragasa as a super typhoon with fierce winds, even stronger than typhoon Yagi that raged in September 2024.
According to forecasts, when entering the East Sea on the night of September 22 to 23, the storm will still maintain its intensity of level 17. By September 24, the storm will be about 170km east of Leizhou Peninsula (China), decreasing to level 14-15, gusting above level 17. By September 25, the storm will change direction to West Southwest, entering the sea area of Quang Ninh - Ninh Binh with its intensity decreasing to level 10-11, gusting to level 13.
