Use 5% of regular spending savings in 2024 to support the elimination of temporary and dilapidated houses.

Kinhtedothi - Hanoi People's Committee issued Official Dispatch No. 1093/UBND-KT on using the 5% savings source on regular expenditures in 2024 to support the elimination of temporary and dilapidated houses for poor and near-poor households.

Accordingly, on March 10, 2025, the Prime Minister issued Decision No. 559/QD-TTg on the allocation of 5% savings from regular expenditure in 2024 to support the elimination of temporary and dilapidated houses for poor and near-poor households. In which, it is requested that localities that have met their spending needs but have not used up all of the 5% savings from regular expenditure transfer the remaining savings to the State Treasury to transfer money to supported localities. The City People's Committee requests:

The People's Committees of districts, towns and cities direct the People's Committees of communes to decide to use the 5% savings on regular expenditures in 2024 of the commune-level budget, excluding the 5% savings from fee and career revenue sources retained to support the elimination of temporary and dilapidated houses for poor and near-poor households according to Decision No. 559/QD-TTg dated March 10, 2025 of the Prime Minister and submit to the district-level budget; Decide to use the 5% savings on regular expenditures in 2024, excluding the 5% savings from fee and career revenue sources retained from the district budget, including the 5% savings on regular expenditures of the communes already submitted to support the elimination of temporary and dilapidated houses for poor and near-poor households according to Decision No. 559/QD-TTg dated March 10, 2025 of the Prime Minister and submit to the city-level budget before March 25, 2025 to submit to the Central Government according to regulations.

In addition, the City People's Committee assigned the Department of Finance to issue a document guiding districts, towns, and cities to account for the transfer of 5% savings in regular expenditures in 2024.
