The resolution states that from 2026, each person will receive a free health check-up or screening at least once a year, and an electronic health record will be created to manage health status over the life cycle, gradually reducing the burden of medical costs. Furthermore, by 2030, people will be exempted from basic hospital fees within the scope of health insurance benefits according to the roadmap. These are specific, practical goals, closely linked to the rights of each person.
Health is the most precious asset, the foundation of happiness and also the condition for sustainable socio -economic development. However, for many years, medical expenses have always been a burden for many households, especially in remote areas where life is still difficult. Therefore, the policy of organizing free annual health check-ups and screening for all people is a step that clearly demonstrates the humanity of the Party and the State. Along with that, the policy of exempting basic hospital fees according to the roadmap until 2030 will reduce financial pressure on patients, ensuring the principles of fairness and sharing in health care.

In particular, the establishment of an electronic health record for each citizen is an important step in the digital transformation of healthcare. Of course, to make this goal a reality, there is still much to do. The medical infrastructure system must be strengthened. Doctors, nurses, and medical staff need to be treated fairly to feel secure in their commitment. Information technology must also be invested in synchronously, safely, and securely. More importantly, it is necessary to build trust so that people actively participate and proactively protect their own health.
Above all, the highlight of Resolution No. 72 is not only the specific goals, but also the consistent ideology: health is a precious asset, people are the center, taking care of people's health is the top responsibility. In the context of the country promoting industrialization, modernization and international integration, the need for a healthy workforce with strong physical and mental strength becomes more urgent. Investment in health care is therefore not only for disease prevention or treatment but also to ensure the foundation for long-term development of the country.
And at a higher level, Resolution No. 72 is a strong political commitment of the Party and State to the People. It affirms that health care does not stop at physical health, but also focuses on the spirit, safety and equality in access to health services.
