On June 19, a representative of the Ngo May Ward Police, Quy Nhon City (Binh Dinh Province) said that they had directed officers to work with the man in the clip posted on social media, holding scissors and threatening to throw them at a driver because of a conflict over parking.

Previously, a clip was circulated on Facebook showing a shirtless man holding a pair of gardening shears, repeatedly challenging and threatening to throw a knife at a driver because he parked his car in front of his house.

The clip posted on social media attracted a lot of attention from the online community, most of whom disagreed with the old man's behavior.

Through investigation, the man holding the scissors in the video is Mr. NKT, the owner of house number 15-17, Vo Muoi street (at the intersection of Vo Muoi - Nguyen Thi Minh Khai, Ngo May ward, Quy Nhon city, Binh Dinh) and the car driver is Mr. LHL (in the same ward).

According to Mr. L., the incident happened on the morning of June 5. At that time, he parked his car according to the odd-even parking ban regulations and did not obstruct traffic.

"Although the house did not have any business or any activity, as soon as I parked my car, Mr. T. immediately chased me away. I used my phone to record the incident and he loudly threatened me.

When I said that parking was legal, Mr. T. said he would not let me park and asked me to move the car immediately. Because I did not want to argue further, I drove the car somewhere else," said Mr. L.

A representative of Ngo May Ward Police said: "After working with him, Mr. T. only said that the two sides talked back and forth and did nothing. This is just a matter of internal conflicts among the people, so we only reminded him."

According to Mr. Nguyen Van Chien, Chief of Office of Traffic Safety Committee of Binh Dinh province, according to Article 37 of the Road Traffic Law, the installation of road signs is one of the contents of traffic organization. The Chairman of the Provincial People's Committee is responsible for traffic organization on the road systems under his management.

"For the inner city area of ​​Quy Nhon, the current regulations on parking bans, for example parking bans on even-odd days, the Provincial People's Committee has authorized the City People's Committee to implement.
