Strengthening cooperation between Ha Giang province (Vietnam)

The delegation of Ha Giang province was led by Comrade Nguyen Manh Dung, Acting Secretary of the Provincial Party Committee, while the delegation of Van Son district was led by Comrade Tran Minh, Secretary of the Van Son district Party Committee. Attending the talks were leaders of a number of departments, branches and border districts of the two localities.

Coordinate the implementation of 9 key cooperation contents

In order to promote the cooperation achievements between Ha Giang province and Van Son district in recent times, promote exchanges and cooperation between the two localities to continue to develop and become more substantial. Acting Secretary of the Provincial Party Committee Nguyen Manh Dung suggested that in the coming time, the two sides should coordinate and implement 9 groups of contents:

Firstly, continue to thoroughly implement the common perceptions reached between the high-ranking leaders of the two Parties and the two States of Vietnam and China, especially concretizing the joint implementation of the "Vietnam-China Joint Statement on continuing to deepen and elevate the comprehensive strategic cooperative partnership, building a Vietnam-China Community of shared future of strategic significance"; Minutes of the Annual Conference between Provincial Party Secretaries and the 9th Meeting of the Joint Working Group between the four border provinces of Vietnam and Yunnan Province, China; actively direct the two local authorities to review and promote the implementation of the agreed contents in the Cooperation Program, as a basis for assessment, summary and moving towards signing the new phase of the Cooperation Program.

Second, it is recommended that Chau Van Son pay attention to proposing specific and substantive exchange and cooperation contents with Ha Giang province to be discussed at the 4th Conference between Provincial Party Secretaries and the 10th Meeting of the Joint Working Group between Ha Giang, Lao Cai, Lai Chau, Dien Bien provinces (Vietnam) and Yunnan province (China) in Kunming city, Yunnan province, scheduled to take place next April.

In addition, Ha Giang province wishes to invite art troupes and businesses of Van Son district to perform, exchange culture and art, seek investment and cooperation opportunities, and participate in culinary booths at the "1st Ha Giang International Cultural and Culinary Tourism Festival 2024" taking place at the end of March 2024.

Third, continue to maintain and promote the effectiveness of the annual meeting mechanism between the Secretaries of the two provinces/provinces; the periodic meeting mechanism between the People's Council of Ha Giang province and the Standing Committee of the People's Congress of Van Son district, between the Vice Chairman of the People's Committee of Ha Giang province and the Deputy Head of the People's Government of Van Son district; the mechanism of delegation exchange between the Front/CPPCC of the two provinces/provinces; the mechanism of periodic meetings, exchanges, and delegation exchanges between departments, branches, and sectors, exchange and cooperation activities between districts/cities, stations, communes/towns/villages/towns on both sides...

Fourthly, jointly direct the competent authorities at the border gates to apply flexible management measures to increase the flow of vehicles and goods through the Thanh Thuy - Thien Bao international border gate; step up propaganda work to attract businesses to organize import and export activities through bilateral border gates in the two localities; direct the functional branches of the two sides to soon agree on technical plans, promote the construction of traffic works connecting the two sides of the border to serve the opening of the Thanh Thuy - Thien Bao international border gate.

Propose that Van Son district soon restore trading activities at traditional crossings, openings, and border markets, creating favorable conditions for the exchange of goods between border residents on both sides.

Fifth, based on the results of implementation, continue to direct relevant agencies, units and localities, especially border districts, to actively implement the Agreement on cooperation in cross-border labor management between the two provinces/provinces; expand the scale and area of cooperation, ensure practical rights and benefits for workers, and meet the needs of labor and employment in the border areas of both sides.

Sixth, direct the tourism management sector of both sides to continue promoting cross-border tourism cooperation, especially new experiential and discovery programs and tours. With increasingly convenient traffic connections as present, tourism cooperation is one of the potential cooperation contents and must be further promoted by both sides.

Seventh, promote the implementation of agricultural cooperation contents, create the most favorable conditions for enterprises to implement projects on planting and consuming agricultural products such as the sugarcane planting project being implemented in Ha Giang province; research to expand the scale of cooperation and crop varieties between the two localities. At the same time, direct the relevant agencies to create favorable conditions for customs clearance of agricultural products of cooperation between the two sides through border gates.

Eighth, promote exchanges and cooperation in the field of education and training; research and implement scholarship programs and cooperate in exchanging students and lecturers between the two sides; jointly research and organize short-term training courses in foreign languages, agriculture, health, sports, etc.

Ninth, continue to strengthen cooperation in border management, thoroughly and seriously implement the three legal documents on the Vietnam-China land border and related agreements; create favorable conditions for citizens of both sides, especially Vietnamese women marrying Chinese men, to complete marriage registration procedures and be granted legal residence papers, ensuring the legitimate rights and interests of citizens.

Promoting substantive and in-depth cooperation

Speaking at the meeting, Chau Vu Van Son Secretary Tran Minh highly appreciated the development of Ha Giang province in recent years. At the same time, he affirmed that the friendly relationship and good neighborly tradition have always been maintained and increasingly developed by the senior leaders of the two Parties, the two countries in general and the two localities in particular.

Reviewing some outstanding results in exchange and cooperation activities between the two sides in various fields, Chau Uy Van Son Secretary Tran Minh highly agreed with the 9 exchange and cooperation proposals of Acting Provincial Party Secretary Nguyen Manh Dung.

At the same time, he wished to bring the cooperative relationship between the two localities to a new level with four groups of issues: Promoting political exchanges and cooperation to a new level; cooperating in socio-economic development to a new level; cooperating in ensuring border security to a new level; promoting people-to-people exchanges on both sides of the border to a new level. Secretary of Chau Party Committee Van Son Tran Minh affirmed that he would direct functional units to implement substantive and in-depth cooperation contents.

In addition, Acting Provincial Party Secretary Nguyen Manh Dung and Secretary of Van Son District Party Committee Tran Minh witnessed the signing ceremony of 4 cooperation documents between enterprises of the two localities on: Framework agreement on cooperation in border payment and online banking payment in border payment transactions between the Vietnam Bank for Agriculture and Rural Development, Ha Giang province branch and Phu Dien Bank Joint Stock Company, Van Son district branch; Investment cooperation contract for the project of building warehouses abroad between Vien Hoa International Import-Export Trading Company Limited, Vietnam and Thong Nguyen Malypho Import-Export Trading Company Limited; Agreement on purchasing bird's nests between Dong Duong Logistics Trading Company Limited and Sieu Cuong Import-Export Trading Company Limited, Malypho district.
