Tighten management and strictly handle violations
Currently, the trade of banned goods, counterfeit goods, goods that infringe intellectual property rights, goods of unknown origin, poor quality... is taking place openly on many e-commerce platforms and social networks such as Facebook, TikTok, Zalo. This not only negatively affects the business environment but also has many potential consequences for consumers.
Ms. Pham Thi Nhu Hong, resident of Hai Chau ward, shared: “It is very difficult for consumers to distinguish between genuine and fake goods. Without close control and coordination from e-commerce platforms, handling violations is almost impossible.”
According to Mr. Pham Ngoc Son, Head of the Market Management Department of Da Nang City (Department of Industry and Trade), recently, the unit has discovered many cases of taking advantage of cyberspace to trade in poor quality goods. The subjects often use tricks to circumvent the law, constantly change information, and remain anonymous to avoid inspection and handling.
Faced with this situation, the department has implemented many measures to control and handle violations. “We have established a specialized task force on e-commerce, with the task of closely monitoring online business activities. At the same time, the department coordinates with the Department of Industry and Trade, the City Police and e-commerce platforms to promptly detect, verify and handle violations,” said Mr. Son.
According to Mr. Son, the inspection work is carried out in a variety of ways: from monitoring, collecting evidence online, to surprise inspections at warehouses and collection points. The application of information technology and receiving feedback from people also helps to improve the efficiency of handling.
Since the beginning of 2025, the Da Nang City Market Management Department has inspected and handled nearly 120 violations related to business activities on digital platforms. The main violations include: trading in counterfeit goods, smuggled goods, not posting prices, not registering businesses, etc. with a total administrative fine of nearly 1.5 billion VND. Many violating shipments have been confiscated and destroyed, and violators have been forced to remove illegal content online.
Coordinated digital market control
Despite some achievements, the inspection and handling of violations in e-commerce still faces many difficulties. According to the City Market Management Department, the biggest challenge today is the anonymity and rapid spread of online business activities. Many subjects do not have a specific location, only transacting via social networks with fake information, making it difficult to trace the origin.

In addition, goods are often circulated through many intermediary channels, making the inspection and verification process more complicated. In addition, although the legal corridor has been built, it still needs to be improved to keep up with the rapid development of e-commerce.
To create a combined strength in controlling the digital market, coordination between functional agencies, along with cooperation from e-commerce platforms and social networks, needs to be further promoted. In the coming time, the City Market Management Department will focus on three directions: promoting the application of information technology in management, inspection and handling of violations; strengthening inter-sectoral coordination, both inside and outside the city; resolutely and strictly handling violations, especially repeat offenses.
Along with that, propaganda work and raising awareness for consumers and online businesses will also be focused on to build a transparent and responsible business environment. Preventing commercial fraud in cyberspace not only requires the determination of market management forces, but also the accompaniment of functional agencies, platform providers and consumers themselves. When each side raises awareness and coordinates closely, the online market will truly become a safe, healthy and sustainable shopping channel.
