Due to land acquisition issues, the Tan Van intersection construction package of the Ho Chi Minh City Ring Road 3 project is facing delays. However, the investor and contractors are making efforts to speed up the construction to maintain the plan to reach the finish line.

Tan Van Interchange belongs to the XL1 package of component project 5 of the Ho Chi Minh City Ring Road 3 construction project. This is the most complex and massive intersection of the Ho Chi Minh City Ring Road 3 project. According to the design, this intersection will connect the Ho Chi Minh City Ring Road 3 - National Highway 1 (Hanoi Highway) - Nguyen Xien (Thu Duc City) - DT 743A (connecting Tan Van Road, Di An City, Binh Duong ).

Construction started in May 2024, with a total investment of more than VND 1,830 billion, the Tan Van intersection is expected to be completed in about 1,000 days, reaching the end of 2026. To date, after 7 months of construction, this intersection has only achieved about 6% of the plan. The reason is that the site clearance work has not been completed, the contractor does not have enough clean land for construction. Mr. Tran Hung Viet, Director of the Binh Duong Province Traffic Construction Investment Project Management Board (investor) said that the project's site clearance work has reached about 87%. Although only about 13% of the site has not been completed, it has greatly affected the construction of the consortium of contractors. In addition, the project also faces many other difficulties such as discontinuous construction sites, technical design adjustments due to changes in construction geology; technical infrastructure works on the route such as electricity, water, drainage systems, and optical cables have not been relocated...

According to Giao thong Newspaper's reporter on December 19, at the Tan Van intersection construction site, dozens of workers and machinery and equipment were still busy working. Many equipment such as pile drilling machines, excavators, trucks, road rollers, steel cutting and bending machines, gantry cranes, dump trucks... were gathered at the construction site to serve the construction.

Responding to the 500-day-night plan and ensuring the completion of the 3,000km expressway target by 2025, Binh Duong province strives to complete 80% of XL1 and XL3, focusing on completing the section from My Phuoc - Tan Van to National Highway 13 and the intersection overpasses; striving to open the entire route by June 2026.

The 11.43km long component project of Ho Chi Minh City Ring Road 3 through Binh Duong province has a total investment of VND5,752 billion. According to the plan, the XL2 package (Binh Chuan intersection), XL4 package (Binh Goi bridge) will be completed in December 2025; the XL3 package (section from Binh Chuan to Saigon river) will be completed in September 2026; and the XL1 package (Tan Van intersection) will be completed in December 2026.
