In 2017, Nam Son Industrial Cluster (Ba Che Commune) invested by Hoang Thai Joint Stock Company was put into operation, the first industrial cluster invested in mountainous, border and island areas. Up to now, Nam Son Industrial Cluster has attracted 10 enterprises, with a total investment capital of nearly 640 billion VND, an occupancy rate of nearly 87%, thereby contributing positively to local economic growth. Nam Son Industrial Cluster currently creates jobs for nearly 500 workers, most of whom are ethnic minorities. The investor of Nam Son Industrial Cluster is continuing to research and invest in infrastructure in phase 2, with an area of 19 hectares, striving to attract more enterprises to invest in production, creating more jobs and stable income for local people.
The province currently has 16 industrial parks and clusters, many of which are located in mountainous, border and island areas, creating jobs for about 30,000 workers, and each year it is estimated to create over 10,000 new job opportunities.
Some industrial park and industrial cluster projects are being actively implemented, opening up expectations of boosting production and creating jobs for workers. A typical example is Yen Than industrial cluster invested by Tan Dai Duong International Import Export Joint Stock Company, which started construction in Dien Xa commune, with an area of nearly 48 hectares and an investment capital of nearly 600 billion VND. Up to now, the investor has completed part of the ground leveling and is constructing technical infrastructure for rainwater drainage, embankments, and roadbeds. According to the investor's commitment, the project is expected to be completed in the first quarter of 2026, putting the industrial cluster into operation, meeting the needs of 250 secondary project enterprises, creating stable jobs for over 2,000 local workers.
Most recently, in mid-June 2025, the project to invest in construction and business of infrastructure of the Eastern Industrial Park Dam Ha B in Dam Ha commune, invested by Shinec Joint Stock Company, was granted an investment certificate, with a scale of over 600 hectares and an investment capital of over 500 billion VND. In July 2025, the province issued a decision to establish Quang Duc Industrial Park and Quang Thanh Industrial Park in Quang Ha and Quang Duc communes...
The province, relevant departments, branches and localities have implemented many activities to create favorable conditions for ethnic minorities to work in industrial parks and industrial clusters. The province focuses on supporting vocational training from elementary level and above for over 1,000 rural and mountainous workers each year, of which over 50% are ethnic minorities. In 2024 alone, Ha Long City supported vocational training for over 800 rural and mountainous workers who are ethnic minorities. The province organizes job fairs well to act as a bridge between businesses, provide career counseling and orientation, provide market information, support job search for workers, contribute to job creation and income increase. Commune-level localities actively coordinate and accompany businesses in industrial parks and industrial clusters to take care of the lives of ethnic minority workers, such as: Stabilizing basic salaries; ensuring social insurance regimes; paying attention to building corporate culture; building houses for workers away from home; supporting means of transportation; building cultural and sports facilities in industrial parks...
According to the report of the Provincial Statistics Office, by the end of 2025, the average income per capita in localities with a large ethnic minority population will reach 83.79 million VND/year, an increase of 40.09 million VND compared to 2020, 2.8 times higher than the country's common target by 2025 of raising the average income of ethnic minorities.
