Focus on peak period in August and September 2024 to complete the implementation of "3 no" ship registration

BTO- This is one of the directions of Vice Chairman of the Provincial People's Committee Nguyen Hong Hai at the meeting of the Provincial Steering Committee against Illegal, Unreported and Unregulated Fishing (IUU) held this morning (August 9, 2024). Attending the meeting were members of the steering committee, leaders of relevant departments and branches and online bridges in coastal districts, towns and cities.

At the meeting, Mr. Nguyen Van Chien - Deputy Director of the Department of Agriculture and Rural Development quickly reported on the results of the implementation of the work to combat IUU fishing in the province. Accordingly, agencies, units and localities have focused on seriously and drastically implementing the tasks assigned by the Provincial People's Committee and achieved positive results. In particular, the work of propaganda and dissemination of laws has been promoted; strictly controlling high-risk fishing vessels, not allowing violations of foreign waters; registering and inspecting fishing vessels according to Circular No. 06/2024/TT-BNNPTNT has basically kept up with the set progress. To date, 2,499/2,531 "3 no" fishing vessels have been temporarily registered (reaching 98.7%); 230 fishing vessels have been officially registered; in addition, the Public Administration Center is receiving 550 dossiers; localities have received 590 dossiers to prepare for transfer to the Public Administration Center. Thus, up to now, the number of fishing vessels following Circular 06 completing procedures for re-registration is 1,370, reaching 54.1% of the total number of fishing vessels announced.

In addition, the implementation of the eCDT software system for traceability of exploited aquatic products has been carried out seriously. The Department of Agriculture and Rural Development has allocated funds (431 million VND) to purchase equipment and organize training courses on the implementation of the eCDT system in localities. Fishing ports and Border Control Stations have organized guidance for fishermen to declare their entry and exit from ports via the eCDT system in accordance with regulations. To date, more than 1,800 ships have been approved to enter and exit ports via the eCDT system.

In addition to the achievements, there are still some shortcomings and limitations that have been slowly overcome. The handling of administrative violations, especially the handling of fishing vessels that lost connection to VMS at sea, is very little. The whole province has 5,338/619 vessels that lost connection at sea for more than 6 hours without reporting to shore, but only 1 case has been punished; 113/113 fishing vessels lost connection at sea for more than 10 days, only 14 cases have been punished. The progress of implementing projects to repair fishing port infrastructure, dredging channels, and handling environmental pollution in fishing port areas has been trying, but still slow...

At the meeting, localities focused on opinions related to the implementation of the registration of "3 no" fishing vessels. The issuance of expired fishing licenses (KTTS) is still pending. Up to now, there are still 1,659 fishing vessels that do not have or have expired KTTS licenses, mainly Tuy Phong with 380 vessels; Phan Thiet with 471 vessels; La Gi with 478 vessels; Phu Quy with 298 vessels. In addition, the leaders of the Fisheries Department said that thanks to the coordination and active support from localities, up to now, 54% of the total number of "3 no" fishing vessels announced have been completed, of which 2 localities are very active, implementing nearly 100% completion, namely Phu Quy and Ham Thuan Nam. Analyzing the reason for the slow registration of KTTS licenses, it is because it is the southern fishing season, so many fishing vessels that go fishing far away have not come ashore to complete the procedures. Some vessels are not painted in accordance with regulations. Vessels under 15m are currently licensed for a period of only 1 year, because the province has not yet surveyed and evaluated the aquatic resources in the offshore area, while vessels over 15m will be granted a quota of 5 years. Therefore, it will more or less cause confusion among people about the licensing period, leading to delays in KTTS registration procedures. The agricultural sector has coordinated with the Border Guard force to inspect peak-time vessels without KTTS licenses at river mouths and wharves, but the coastal areas are still difficult to control.

Concluding the meeting, the Vice Chairman of the Provincial People's Committee highly appreciated the provincial Agriculture sector for closely following the directions of the Central Government, the Provincial Party Committee, the Provincial People's Committee, and coordinating with relevant departments and branches to achieve many positive results. Through the discussion of the meeting participants, Mr. Nguyen Hong Hai requested that in the coming time, the members of the Steering Committee for Combating IUU Fishing continue to implement specific contents according to plan 2409, on overcoming shortcomings and limitations in performing the task of combating IUU fishing through the inspection results of the Working Group of the Ministry of Agriculture and Rural Development.

In addition, leaders of localities, departments and branches assigned tasks according to plan 2409 must review the work, urge and remind, especially the contents related to the supervision of high-risk fleets. Regarding the registration of "3 no" ships and the re-issuance of expired KTTS licenses, it is recommended that the Department of Agriculture and the Provincial Tax Department supplement human resources for the Public Administration Center and local tax branches to perform this task. In particular, the Vice Chairman of the Provincial People's Committee emphasized that it is necessary to focus on the peak period of August and September 2024 to handle and deter ship owners who are not proactive and do not cooperate in preparing "3 no" ship records, in order to contribute to completing the registration work before September 15, on schedule.

Regarding the work of "cold fines" through monitoring and supervising VMS journeys, it is recommended that the Department of Agriculture take the lead in coordinating with the Border Guard, the Department of Justice and relevant sectors to assess whether the handling and sanctioning through VMS devices ensure legal conditions. In particular, for fishing vessels that lose VMS connection, the Fishing Vessel Monitoring Center needs to have a clear conclusion for each case and the cause of the violation for thorough handling. After the peak period of implementing many key tasks, it is recommended that the Department of Agriculture and Rural Development synthesize and propose individuals and groups with many contributions to the work of preventing IUU fishing for timely commendation and rewards.
