At Up Ly bridge area, Lia commune, Quang Tri province, the stream water rose high and flowed rapidly, making it impossible for people and vehicles to pass. At Km10, Provincial Road 586, where the flood bridge to Lia commune is being constructed, flood water washed away a section of the temporary road culvert, forcing people to use the old muddy road, which is at risk of flooding if heavy rain continues. Lia commune People's Committee has contacted the construction unit to temporarily fix the washed-away road location.

In A Doi commune, some culverts were also partially cut off by rising water. Local authorities have sent forces to block off areas that are deeply flooded and have strong currents, preventing people and vehicles from passing through to ensure safety.

On the same day, before the complicated developments of storm Bualoi (storm No. 10) which is likely to directly affect Quang Tri, the Provincial Military Command deployed storm prevention and control work.

Colonel Nguyen Tai Tinh, Deputy Commander and Chief of Staff of the Provincial Military Command, requested units to be proactive and urgent; maintain strict command and combat readiness; closely coordinate with the police, border guards, militia and self-defense forces; fully prepare rescue vehicles, logistics, and smooth communication to promptly handle all situations.
