During the second time Ninh Binh province organized the Festival, cultural and artistic activities had many innovations and creations, giving viewers multi-dimensional approaches to the nation's cultural and natural heritages.
The opening program of the Festival is like a special live performance consisting of 2 chapters: Chapter 1: Ninh Binh - The quintessence of the heritage land; Chapter 2: Thousands of quintessence converge. The program is broadcast live on VTV1 channel, Vietnam Television and Ninh Binh Radio and Television Station from 20:10 - 21:40 on December 26, 2023, at the live stage of Trang An Scenic Landscape Complex, Hoa Lu district. The special art performances at the program are performed by about 700 actors, artists, and artisans on a live stage with a modern sound and lighting system, using new technology such as laser, mapping... bringing to the audience a new experience about the history and culture of the ancient capital of Hoa Lu - Ninh Binh and the quintessence of cultural colors of regions and areas along the length of the country. An estimated 10,000 delegates and people attended the Festival Opening Ceremony. Comrade Vo Thi Anh Xuan , member of the Party Central Committee, Vice President of the Socialist Republic of Vietnam, on behalf of the Party and State leaders, attended and delivered a speech at the Ceremony. Also attending the Ceremony were leaders of Central Committees, Offices, Ministries, branches, and organizations ; representatives of leaders of neighboring provinces; leaders of Ninh Binh province, a large number of local people and tourists from all over the country.

Artistic performances at the Festival Opening Program.
Following the opening program is the Southern Cultural Heritage Program held at 8:00 p.m. on December 28, 2023. The program was broadcast live on Ninh Binh Radio and Television and rebroadcast on Television stations of several provinces and cities. The program recreated and depicted the unique river culture of the Southern region with floating markets, ferries, traditional occupations, and the typical characteristics of the people of the alluvial land that came before and after... through the folk music material of Don Ca Tai Tu, an intangible cultural heritage recognized by UNESCO through the performances of famous folk artists and Cai Luong artists of the South. The art performances at the program through the voices of the outstanding children of the "Southern Land": People's Artist Phuong Loan, People's Artist Tan Giao, People's Artist Thanh Tuan, Meritorious Artist Nhu Huynh, Meritorious Artist Cam Tien, Meritorious Artist Le Tu, Meritorious Artist Vo Thanh Phe, singer Phuong Dung, singer Huynh That, artist Ha Nhu, artist Huynh Tan Phong, Meritorious Artist Ngoc Dang, folk artist Thao Vy... helped the audience understand and love the Southern land more .

The Northern - Central Cultural Heritage Program and the Closing Ceremony of the 2024 New Year Festival is a special night of art on the live stage at Thung Nham Eco-tourism Area . The program uses artistic language combined with modern sound and light, bringing viewers many emotions with traditional art forms of the North and Central regions. The New Year program with a special organization combining the cultural heritage of the North and South with folk songs combined with modern music performed by famous bands further increases the attractiveness of the countdown to welcome the New Year.

Closing the Festival, Comrade Tong Quang Thin, Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Festival Organizing Committee said: "The 2nd Ninh Binh - Trang An Festival in 2023 is the first time Ninh Binh province aims to socialize the festival organization. The 2nd Ninh Binh - Trang An Festival in 2023 has attracted the attention and participation of a large number of people and tourists from all over the world, creating a cultural and tourism festival imbued with the national cultural identity associated with the brand of Ninh Binh province. It is estimated that more than 20,000 delegates and people attended and participated in activities during the Festival. The reception was solemn and thoughtful, security, order and traffic safety were ensured.
