With a drastic, synchronous and effective approach, Thanh Hoa has become a bright spot on the national labor export map, not only in terms of quantity but also in labor quality and market openness.

Impressive numbers

In 2024, labor export continues to be a bright spot in the socio -economic development picture of Thanh Hoa province with 13,820 workers sent to work abroad for a limited period under contracts, exceeding 130.3% of the annual plan and reaching 91.35% over the same period last year. In the first 6 months of 2025 alone, the whole province sent 5,075 workers to work abroad, reaching 84.6% of the annual plan (a high level compared to the national average). The Taiwanese market continues to lead with 2,150 workers, followed by Japan (1,913 workers) and South Korea (635 workers). Thanh Hoa once again ranked first nationwide in the number of people registering for the EPS Korean language test with 5,533 applications (accounting for 24.4% of the country).

Our province's workers are highly appreciated for their sense of discipline, learning spirit and ability to adapt well to professional working environments abroad. Recruiting industries focus mainly on agriculture , mechanics, electronics, construction, food processing, and aquaculture - areas with high demand, stable income and long-term development potential.

Along with the expansion, training, consulting and career orientation for workers have also been promoted. From 2024 to present, Thanh Hoa Employment Service Center has organized 22 regular job fairs at the center and mobile fairs in localities in the province, attracting over 300 businesses and units to participate and over 10,500 workers looking for job opportunities. Through the fairs, jobs have been successfully connected for more than 1,800 workers, including domestic job seekers, overseas workers and vocational trainees. At the same time, information on the labor market, job counseling, overseas workers and related policies has been provided to over 60,000 workers.

In addition, coordination between departments and branches has also been strengthened to ensure that the labor export process is carried out in accordance with the law, transparently and effectively. Our province not only leads in quantity but also pioneers in organizing the Korean language test under the EPS program right at the local level, a move that is highly appreciated for administrative reform, cost savings, and great convenience for workers. This is also an important stepping stone for the province to continue expanding the market in the following years.

The results achieved are a clear demonstration of the effectiveness of synchronous solutions, the close coordination between sectors and levels, and the initiative and efforts of the workers themselves. These figures not only demonstrate the achievements, but also affirm the prestige and position of our province on the national labor export map.

Sustainable direction

To achieve outstanding results in labor export, relevant sectors have implemented many practical solutions, focusing on creating comprehensive conditions for workers to access opportunities to work abroad. First of all, the province has promoted information and communication work on official labor export programs, focusing on disadvantaged localities, remote and isolated areas. Conferences, job fairs, and transaction sessions are held directly at the grassroots level, helping people understand clearly about recruitment conditions, application procedures and transparent costs.

At the same time, vocational training, foreign languages ​​and soft skills have been enhanced. Employment service centers and vocational education centers coordinate with businesses to organize classes that meet market requirements. Particularly for the EPS program to go to Korea, the province organizes Korean language tests right in the locality, creating favorable conditions in terms of time and cost for workers. Thousands of workers have been supported with free review before the exam, contributing to making Thanh Hoa the locality with the largest number of candidates registering for the Korean language test in the country.

In particular, our province has synchronously implemented financial support policies. Workers from poor households, near-poor households, ethnic minority households, and people in especially difficult circumstances are supported with vocational training, foreign language training, and health check-ups. In addition, they are also facilitated to borrow unsecured loans from the Social Policy Bank, with loans up to 100 million VND with preferential interest rates. Many localities have also proactively allocated budgets to partially support the costs of documents and exit fees, thereby removing financial barriers - the factor that is the biggest obstacle for poor workers.

Not only pre-departure support, post-departure inspection work is also focused on. Functional departments coordinate to closely monitor the residence and employment situation of workers abroad, and provide legal support when disputes arise. This is an important difference that helps Thanh Hoa ensure safety and legitimate rights for workers, and build a sustainable reputation with international markets.

With the orientation of expanding labor export to new markets with high income and deep expertise requirements, our province is actively promoting cooperation with international organizations, foreign enterprises, and participating in national programs on developing high-quality human resources. In addition, promoting the connection of "4 houses" (State - school - enterprise - farmer) in training labor for export. At the same time, clearly defining: Only when workers have sufficient professional capacity, vocational skills and foreign languages ​​can they access high-end markets, creating sustainable development for both individuals and the community. Labor export is therefore not only a way out of poverty, but also a journey of comprehensive integration into the international labor market.

Labor export has become an important pillar in the province's socio-economic development strategy. The results achieved in recent times not only reflect the effectiveness of management solutions, but also demonstrate the consensus and efforts of the workers themselves. With the orientation of expanding the market, improving the quality of human resources and ensuring sustainable social security, Thanh Hoa continues to affirm its role as a bright spot on the national labor export map.
