Bustling with households hanging the national flag to welcome the first Congress of the City Party Committee, term 2025-2030, Ms. Nguyen Thi Hoan, Secretary of Thuy Son 3 Residential Group, Thuy Nguyen Ward, said that local people are very excited because now the electricity infrastructure, roads, schools, and stations are more spacious and airy, and the material and spiritual life of the people is increasingly improved.

The city has added many new urban projects and constructions, making every citizen more proud of the heroic Port City that is increasingly developing, civilized, and modern. Not only the city's residents but also those who are far from home, domestic and foreign tourists who come or return to Hai Phong all share the same feeling of surprise about the changes in the land of the wind and waves.

Over the past 5 years, despite facing unprecedented difficulties such as the COVID-19 pandemic and typhoon Yagi, with high political determination, the Party Committee, government, army, people, and business community of the city have strived to overcome difficulties, achieving and exceeding many set targets. In particular, the outstanding result is that Hai Phong city (old) continues to maintain a double-digit growth rate for 10 consecutive years, basically achieving the targets on industrialization and modernization according to Resolution No. 29-NQ/TW of 2022 of the Politburo on continuing to promote industrialization and modernization of the country to 2030, with a vision to 2045, affirming its role as a leading industrial, seaport, and logistics center in the North.

Hai Duong province has previously maintained a high growth rate, exceeding the set targets, especially in the industrial and service sectors. In particular, key infrastructure projects have been focused on by the two localities, prioritizing resources for implementation, not only creating a changed urban appearance but also expanding development space. In the eastern part of the city, many traffic infrastructure projects have been focused on synchronous and modern investment, such as Do Muoi Street extended to VSIP axis road and developing urban areas in the vicinity; renovating Road 359 from Thuy Trieu commune to Ben Rung Urban and Industrial Area axis road; building Nguyen Trai bridge combined with urban embellishment; putting into operation wharves of Lach Huyen international gateway port; investing in expanding Cat Bi airport... contributing to promoting inter-regional and international connectivity.

In the West of the city, Hai Duong province previously planned a new strategic road traffic axis including 6 North-South connecting axes, 9 East-West connecting axes, belt 1 and belt 2 of Hai Duong city. On that basis, 57 important connecting traffic projects with a total length of about 285 km and a total investment of nearly 30,000 billion VND were implemented. Of which, 15 projects have been completed, especially the North-South axis route, connecting with the Hanoi - Hai Phong expressway interchange and provincial road 392, which is a "lever" for local economic and social activities.

Hai Phong is also a locality that has resolutely implemented social housing projects, exceeding the target assigned by the Prime Minister by 2025 of 15,400 units.

According to the assessment of comrade Le Ngoc Chau, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee: The works and projects of the two localities that have been and are being implemented will help Hai Phong gain a prominent position in high-tech industry, trade - services, logistics, value-added agriculture, while expanding the market, improving competitiveness and attracting investment. This will be a favorable opportunity for the city to make a breakthrough, affirming its role as a major economic center of the Red River Delta and the leading international trade gateway of the whole country in the coming time.

Another highlight is that the Party Committees and authorities of the two localities always adhere to the guiding principle of "taking the people as the root", taking the happiness and prosperity of the people as the goal to strive for and always paying attention to the development of culture, education and social security. Thereby, the people highly agree and support the implementation of the directives and resolutions of the Central and local governments. The above important and comprehensive achievements are the crystallization of solidarity, creative work, and the will to rise of each cadre, party member and people, promoting the revolutionary tradition, culture and spirit of the people of Hai Phong and the Eastern region.

Confidently continue writing new history

Hai Phong City prioritizes investment and upgrading of inter-regional road traffic infrastructure, while synchronously developing seaports, waterways, and aviation, notably Lach Huyen Port and Cat Bi International Airport.

The merger of Hai Phong - Hai Duong creates a megacity with a larger economic scale. In addition, with the tradition and cultural depth of the "Heroic Port City, the Cultural Eastern Land", the bravery, courage, daring spirit, innovation, dynamism and creativity of Hai Phong people are important endogenous resources in the process of building and developing the city.

In the coming time, with many strategic policies such as: establishing the Southern Coastal Economic Zone, building a new generation Free Trade Zone, specialized economic zones; developing Nam Do Son port, Hai Phong International Airport; investing in inter-regional railway lines..., Hai Phong will have more opportunities to make a breakthrough.

With the spirit of urgently seizing the opportunity, accelerating right in the first month and year of the term, the city leaders researched and invested in the project to build a high-speed road connecting the East - West of Hai Phong city with a length of 23.5 km, with an estimated investment cost of more than 19,000 in the form of BT or ODA loans so that the project could be implemented soon. Ms. Phung Thi Phin, an officer of the Propaganda and Mass Mobilization Department of the Party Committee of the city's Party agencies, said: The project to build a high-speed road connecting the East - West of the city is extremely necessary, contributing to the formation of a traffic axis connecting the two urban centers of the city, meeting the expectations of the people, and at the same time creating a new space for development after the merger.

Together with the whole country to develop a prosperous and powerful country, on the eve of the first Congress of the City Party Committee, Comrade Le Tien Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City said: The city focuses on building a strong Party Committee in terms of politics, ideology, and ethics; innovating leadership methods, strictly implementing the principle of democratic centralism, clearly assigning people, tasks, time, responsibilities, authority, and results. At the same time, identifying the People as the center and subject of development; all policies are aimed at improving the quality of life, considering people's happiness as the highest goal and driving force for sustainable development. On that basis, Hai Phong sets a high target: GRDP growth in the period of 2026 - 2030 will reach an average of 13%/year or more, striving to reach 14%/year; Average GRDP per capita in 2030 will reach 11,247 USD/person...
