In the first 6 months of 2025, the City Social Insurance has closely coordinated with departments, branches, sectors and organizations to organize and well implement assigned tasks, achieving very positive targets. The number of social insurance participants is 155,934 people, of which 133,439 people participate in compulsory social insurance; 22,495 people participate in voluntary social insurance. The number of people participating in unemployment insurance is 125,858 people. In particular, the number of people participating in health insurance is 1,164,498 people; health insurance coverage reaches 98.02% of the city's population, being one of the units with a high health insurance coverage rate compared to the national average and exceeding 2.77% compared to the target assigned by the Prime Minister to the city according to the roadmap to 2025 (95.25%).

The settlement and payment of social insurance and unemployment insurance benefits were carried out promptly and in accordance with regulations for beneficiaries, ensuring cash safety, and were highly appreciated by employees; at the same time, there were many solutions to effectively manage the payment and management of pension and social insurance beneficiaries. In the first 6 months of the year, more than 1,876 billion VND of social insurance and unemployment insurance benefits were paid, an increase of 12.8% over the same period in 2024.

By the end of June 2025, the whole city had 180/180 health insurance facilities performing health insurance card information lookup using CCCD with 1,959,182 lookup times serving health insurance treatment using chip-embedded CCCD.

Speaking at the working session, Vice Chairman of the City People's Committee Nguyen Chi Tai highly appreciated the results achieved by the City Social Insurance in the past time, and at the same time pointed out a number of shortcomings and limitations that need to be overcome in the coming time such as: the rate of the labor force in the age group participating in social insurance and unemployment insurance in Hue City is still quite low; The coordination between the Social Insurance, the People's Committee at the commune level and the collection service organizations in the propaganda of social insurance and health insurance policies in localities is not very effective; The rate of payment of social insurance regimes through non-cash payment methods is still low.

In the remaining months of 2025, Vice Chairman of the City People's Committee Nguyen Chi Tai requested the City Social Insurance to focus on closely following the directions of the Vietnam Social Insurance, the City Party Committee, the People's Council, and the City People's Committee. Quickly complete the Steering Committee for implementing social insurance and health insurance policies at the city level, in which consider adding members from key communes and wards with large scale, population, number of enterprises, and number of social insurance and health insurance participants.

The Vice Chairman of the City People's Committee also requested the City Social Insurance to direct the grassroots Social Insurance to proactively advise on perfecting the Steering Committee for Social Insurance and Health Insurance at the commune level; advise the Party Committees and authorities of communes and wards to include targets on Social Insurance and Health Insurance work in the Resolution on annual and periodic socio -economic development tasks.

In addition, mobilize beneficiaries in the area to receive pensions, social insurance benefits and unemployment benefits through non-cash payment methods. Strengthen inspection and supervision of drug prescriptions, medical supplies and technical services at medical facilities. Develop and expand social insurance and health insurance participants; urge collection and reduce late payment. Coordinate with medical facilities to continue implementing health insurance treatment using chip-embedded citizen identification cards (CCCD); deploy electronic medical records, electronic prescriptions, non-cash payments and manage health records for the whole population.
