Removing difficulties in implementing investment projects and works

Quang Nam Construction Investment Project Management Board (under the People's Committee of Da Nang City) is assigned to manage 47 works and projects; of which 38 are transitional works and 9 are newly started works. The total planned capital for 2025 is 1,190 billion VND, the capital extended from 2024 is 220 billion VND.

As of June 30, the disbursement value reached VND507 billion, equivalent to 42.5% of the plan (the extended capital disbursed VND48 billion, reaching 21.8%). Classified by capital source, the provincial budget disbursed VND151/VND524 billion (28.8%); the central budget supported disbursement of VND85/VND196 billion (43.3%); ODA capital disbursed VND271/VND471 billion (57.5%).

The fields of agriculture and rural development have basically ensured progress, with 5/6 projects expected to be completed; the fields of health, education and culture are expected to complete 14/22 projects. Projects to celebrate major holidays and the 23rd City Party Congress (term 2025 - 2030) such as Que Son High School have been inaugurated.

However, some projects such as Nui Thanh High School and Luong Thuc Ky High School encountered problems with site clearance, making it difficult to complete on time. For 17 regional management boards, managing 1,303 projects (506 projects completed settlement procedures, 797 projects in progress), the total planned capital is 3,987 billion VND, disbursed 1,352 billion VND (33.9%).

Difficulties and obstacles include prolonged site clearance work in many projects such as Nui Thanh High School (1.47 hectares have not been handed over), Loc Dai reservoir (may last until 2028, due to the completion of inspection conclusions and investment adjustments), and Nam Quang Nam solid waste treatment area (stuck with 6 households).

In addition, some issues raised include scarcity of construction materials; unusual weather; limited contractor capacity and frequently changing legal regulations...

Representatives of the Quang Nam Construction Investment Project Management Board proposed to direct the acceleration of site clearance for specific projects, allowing the use of old regulations on compensation. At the same time, supplement the medium-term plan for the period 2021 - 2025 to pay off basic construction debt of about 2.7 billion VND for 3 projects; transfer capital for Loc Dai reservoir, extend capital for rural electricity supply projects...

The relevant unit recommends resolving the shortage of materials, decentralizing the appropriate investor, guiding the functions, tasks and personnel for the regional management board; transferring inappropriate tasks; allocating capital to start new construction in 2026 and considering unifying the project list and total amount under the medium-term plan for the period 2026 - 2030 with a total estimated investment of about 11,000 billion VND...

Vice Chairman of the City People's Committee Tran Nam Hung emphasized the high determination of the management board. It is necessary to focus on work, not to discuss, not to worry, not to work half-heartedly, and not to let work be interrupted.

The Quang Nam Construction Investment Project Management Board was assigned to be the investor of projects transferred by the old Quang Nam province and the old district People's Committees. The regional management boards focus on project management tasks. Before July 30, the apparatus must be basically completed and regularly autonomous. The head of the Quang Nam Construction Investment Project Management Board must review personnel and build a streamlined apparatus.

For ongoing projects, especially those related to site clearance compensation and land exploitation, the city will review this list of projects to decide on related issues.

Vice Chairman of the City People's Committee Tran Nam Hung requested the Department of Finance to prioritize resource allocation, prioritize settlement of completed projects and give specific instructions to a number of stuck projects.
