Removing obstacles, speeding up compensation and site clearance progress for key projects

On October 6, Mr. Nguyen Quynh Thien - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired a meeting to listen to reports on the site clearance of Vam Thom and Vam Nuoc Trong sluices under the Ben Tre JICA3 Water Management Project; Essential Infrastructure Project to stabilize the lives of residents in Ward 8 and Phu Hung Commune, Ben Tre City (phase 2).

On October 6, Mr. Nguyen Quynh Thien - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired a meeting to listen to reports on the site clearance of Vam Thom and Vam Nuoc Trong sluices under the Ben Tre JICA3 Water Management Project; Essential Infrastructure Project to stabilize the lives of residents in Ward 8 and Phu Hung Commune, Ben Tre City (phase 2).

Vice Chairman of the Provincial People's Committee - Nguyen Quynh Thien gave a speech at the meeting.

The Ben Tre Water Management Project has a land clearance scale including: Vam Thom sluice reclaims over 28,000m2 of land; Vam Nuoc Trong sluice reclaims over 22,400m2 of land.

According to the Department of Agriculture and Environment, the replacement price for crops, houses, works, and architectural objects proposed to apply Decision No. 42 and Decision No. 43 dated October 23, 2024 of the People's Committee of Ben Tre province (old) is not in accordance with the provisions of the Policy Framework approved by the Prime Minister, so it is necessary to hire a consultant to determine the replacement price according to the regulations. However, currently there are no regulations on the subject agency to hire a consultant; there is no norm to determine the estimate for hiring a consultant, if hiring a consultant to determine this content, it will take a lot of time, affecting the progress of handing over the project site by the end of November 2025.

The essential infrastructure project to stabilize the lives of residents in Ward 8 and Phu Hung Commune (phase 2) started in January 2023 and has now reached 55% of the contract value. Some households have not agreed to receive compensation; some households have received money but have not yet handed over the site, leading to a delay in site clearance, affecting the construction progress.

Representatives of the Management Board of Irrigation Construction Investment Project 10 made recommendations to the People's Committee of Vinh Long province at the working session.

At the meeting, the units presented the difficulties of the two projects and proposed solutions to speed up progress and ensure the project is completed on schedule.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee - Nguyen Quynh Thien requested units and localities to coordinate in the implementation of compensation and site clearance for the two projects of Vam Thom culvert and Vam Nuoc Trong culvert; quickly submit procedures for additional funding to hire consultants to determine the compensation land price and the price of crops and architectural objects. From there, there will be a basis for paying compensation to households, and soon handing over the site for the investor to implement the project.
