Adding 'green lungs' to the urban area of ​​Dong Hai Phong

Over the past 5 years, Hai Phong has put into use 16 new green parks and many projects are being implemented in the east of the city.

Increase urban green space

Invested in construction and put into use in early 2021, Nguyen Trai flower garden (Ngo Quyen ward) with an area of ​​more than 3.6 hectares has become a familiar destination for relaxation, entertainment, recreation, and sports practice for thousands of people around the area and the city. From the old, degraded May To stadium, with shabby landscape, with the attention of the city's investment and renovation, Nguyen Trai flower garden was built with a synchronous infrastructure system and unique architecture, contributing to completely renewing the urban appearance of the area. The system of flower carpets, ornamental plants, and green trees that were planted now has a canopy, creating a cool, peaceful green space in the heart of the city.

Every morning and evening, Nguyen Trai flower garden is bustling with music, laughter and children playing. Every time Tet comes, this place is decorated with colorful flower pots and flower baskets, attracting thousands of people and tourists to "check-in", spreading an impressive image of Hai Phong city.

Not far from Nguyen Trai flower garden, 53 Lach Tray park (Gia Vien ward) with an area of ​​2.2 hectares is also a new public project that has been put into use recently. Re-planning the entire infrastructure system, with an investment cost of nearly 70 billion VND, this is one of the beautiful parks in the city center.

Together with the Youth Sports and Culture Palace, the Vietnam-Czech Friendship Labor Cultural Palace, the City Children's Cultural Palace, the City's Martyrs' Monument and An Bien Lake, 53 Lach Tray Park contributes to creating an architectural landscape highlight, synchronously connecting the overall chain of important cultural spaces in the city center.

In addition to the two parks and flower gardens mentioned above, according to the Department of Construction, implementing the policy of "One park and green trees in each ward", recently, the investment program to build parks and flower gardens in the period of 2021 - 2025 in the old districts in the east of Hai Phong has been focused on implementation. It is expected to build 33 more parks and flower gardens in urban areas, with a total investment of more than 1,060 billion VND.

Up to now, 16 parks and flower gardens have been invested in, built and completed and put into use to serve the people, contributing to the beautification and enhancement of green space in the city; at the same time, increasing the area of ​​urban green trees so that Hai Phong can meet the criteria of a type 1 city. Typical examples include: Nam Cau Binh Park (Hong Bang Ward), flower garden in An Da Temple area (Gia Vien Ward), flower garden in Phuc Hai 5 residential group (Hung Dao Ward), Ho Sen Park (Le Chan Ward), Nguyen Trai flower garden (Ngo Quyen Ward)...

The remaining 17 projects are being urgently implemented. Of these, 8 projects are under construction; 9 projects are undergoing project approval and investment policy approval procedures. For these projects, local authorities are actively coordinating with relevant sectors and units to remove difficulties in site clearance and planning, and urging contractors to speed up construction progress to complete them soon in 2025.

Correct policy, in accordance with the people's wishes

In recent years, along with the task of economic development, Hai Phong has focused on urban beautification and social security. The policy of renovating and building new parks, campuses, flower gardens, and green belts mentioned above meets both of these requirements and is popular with the people.

Directly benefiting from the Park and Flower Garden Construction Program, city residents unanimously support and highly appreciate the significance of the projects.

Ms. Le Thanh Mai, Bai Say residential area (Hong Bang ward) commented that the city's policy of investing in building green parks and flower gardens in the inner city area is very correct. In fact, where her family lives, the construction of Nam Cau Binh park has completely changed the urban appearance of the area, creating an architectural landscape highlight, increasing green space, providing a place for people to walk, relax, exercise and organize community activities.

Based on the correct policy, supported by the people, over the past time, the city has flexibly implemented solutions to effectively implement the program. That is, selecting areas of warehouses, factories, and enterprises in the inner city where the land lease term has expired, or where land use is ineffective, to reclaim land to build parks and flower gardens. In infrastructure projects and new urban areas, the city requires a certain amount of land to build parks. For projects that are not feasible due to high site clearance costs, based on proposals from local authorities, the city adjusts the investment scale to ensure feasibility and efficiency.

Although there were some difficulties in the implementation process and the plan had to be adjusted, the number of projects had to be reduced compared to the original due to the adjustment and supplementation of the medium-term public investment plan for the period 2021 - 2025, the results achieved so far affirm the great efforts of localities and the city. In the context of limited urban land fund, many projects and tasks need investment capital, but the city still prioritizes allocating resources to social welfare projects, building more parks and flower gardens.

Thereby, contributing to beautifying the city, adding “green lungs” to provide more fresh air for the urban area, while expanding public spaces for people to have fun, exercise and for tourists to “check-in” every time they come to Hai Phong. This is very meaningful.

Hopefully, Hai Phong will have more green parks, build a civilized and modern urban area, contributing to meeting the criteria towards the basic goal of achieving a special urban area by 2030 as set out in the Resolution of the 1st City Party Congress, term 2025 - 2030.
