Traffic police forces across the province have increased strict handling of violations of traffic safety order by students.

The Traffic Safety Committee of Hai Duong province requested departments, branches and localities to coordinate and strictly implement the action plan of the National Traffic Safety Committee on "not handing over vehicles to people who are not qualified to drive vehicles on the road".

Accordingly, the Provincial Traffic Safety Committee requested the Department of Education and Training to preside over and coordinate with relevant units to select and implement a pilot model combining family - school - society to say "no" to giving vehicles to children who are not qualified to drive and participate in traffic; organize a preliminary review, evaluation and replication throughout the province.

The Department of Education and Training directs and guides educational institutions to require students who drive to school by themselves to register their vehicles and vehicle types with the school to coordinate with local police and functional forces to inspect and manage.

Request households parking around the school area to commit not to take care of or park students' motorbikes over 50 cm3.

Communes, wards and towns must review the organization of vehicle custody of households near schools; require households to commit not to keep students' motorbikes over 50 cm3; not to keep students' motorbikes or electric motorbikes under 16 years old...

The act of " Handing over a motor vehicle or specialized motorbike to a person who is not qualified to drive it on the road" can be fined up to 2 million VND for individuals and 4 million VND for organizations.

In case the driver causes a traffic accident, depending on the level and consequences of the violation, this act can be fined up to 200 million VND or imprisoned for up to 7 years.
