On February 18, General Luong Tam Quang, Politburo member and Minister of Public Security, informed about the policy of arranging 3-level police, not organizing district-level police, which has been thoroughly evaluated in terms of tasks, carefully calculated and adjusted to ensure clarity, synchronization, continuity, no interruption of work, no vacancy in areas and fields; along with receiving 5 groups of tasks from ministries and branches; promoting digital transformation and administrative procedure reform.

Large amount of work, carried out with great responsibility

Minister Luong Tam Quang said that being exemplary and taking the lead in implementing the Party's policies, implementing the conclusions and plans of the Central Steering Committee, the Government Steering Committee, the Central Public Security Party Committee, the Ministry of Public Security has urgently summarized 7 years of implementing Resolution No. 18 of the 6th Conference of the 12th Central Executive Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently; reported to the Politburo and the 13th Central Executive Committee to approve the policy of continuing to adjust the functions, tasks, powers, and organization of the Ministry of Public Security in the direction of reorganizing the local Public Security apparatus to be streamlined, strong, and operate effectively, efficiently, and effectively; receiving a number of tasks from ministries and branches on the People's Public Security force to thoroughly overcome the situation of duplication and division in terms of areas and fields, causing difficulties and reducing efficiency in organizing services for people and businesses.

In particular, the People's Public Security force will receive 5 groups of tasks from ministries and branches (including state management and implementation of aviation security; state management of network information security; state management of testing and issuance of road motor vehicle driving licenses; state management of criminal records and implementation of public services to issue criminal records; state management of drug addiction treatment and post-drug addiction treatment management) and receive Corporations to build a modern, dual-use security industry; arrange and streamline the organization of the local Public Security apparatus from 3 levels to 2 levels (no district-level Public Security organization).

“Compared to previous times, this time the reorganization and streamlining of the Ministry of Public Security's apparatus was carried out synchronously with the summary of Resolution 18 of all levels and sectors, in a very short time. However, like previous times, there was an extremely large amount of work, carried out with a very high sense of responsibility, solidarity and unanimity of the entire force with the spirit of wholeheartedly serving the Fatherland and the people, daring to think, daring to do, daring to take responsibility, daring to sacrifice, all for the development of the country, for firmly ensuring security and order, for the peaceful and happy life of the people,” Minister Luong Tam Quang emphasized.

Reduce levels to improve quality, effectiveness and efficiency of work

Regarding the non-arrangement of district-level police, Minister Luong Tam Quang said that the process of summarizing Resolution No. 18 shows that the organization of the apparatus according to the 4 levels of the police "Ministry refined, province strong, district comprehensive, commune close to the grassroots" needs to continue to be adjusted in the direction of reducing levels, reducing intermediate levels to be streamlined, compact, strong, operate effectively, efficiently, and serve the people better.

Accordingly, the Central Public Security Party Committee and the Ministry of Public Security reported and received approval from the Politburo and the Central Executive Committee on the policy of rearranging the 4-level Public Security model into 3 levels. For local Public Security, the motto "strong province, comprehensive district, grassroots commune" was adjusted to "comprehensive province; strong commune, grassroots"; Provincial-level Public Security comprehensively resolves all security and order situations in the locality; Commune-level Public Security is strengthened to be strong, close to the grassroots, and resolves arising security and order issues right from the start and at the grassroots.

The arrangement and consolidation of the local police apparatus aims to change the operating mechanism, reduce the number of levels to improve the quality, effectiveness, efficiency of work and quality of service to the people.

Carry out the arrangement and rearrangement of tens of thousands of officers and soldiers in the direction of mobilizing, assigning, and strengthening appropriate officers at the provincial and communal level police, in which priority is given to arranging and strengthening officers at the communal level police, especially in areas with large areas, large populations, complicated security and order, difficult areas, remote areas.

The facilities, headquarters, and vehicles of the district-level police previously continued to be strictly managed in accordance with the regulations of the State and the Ministry of Public Security; the Ministry has had a regulatory plan to ensure compliance with the new organizational model and orientation of force deployment in the area, meeting requirements and tasks.

Minister Luong Tam Quang said that the policy of the Politburo is to maintain and ensure the staffing of the armed forces in the process of restructuring the apparatus to meet the requirements and tasks in the new period; the Ministry of Public Security receives additional tasks from ministries and branches, so it does not encourage officers and soldiers to retire before their service age, and at the same time, actively streamlining the staffing for cases of poor qualities and abilities.

Regarding the arrangement, assignment, and transfer of cadres when there is no district-level police force and the reception of cadres from ministries and branches, the Central Public Security Party Committee and the Ministry of Public Security have thoroughly discussed and agreed on policies, principles, and plans as a basis for the Public Security of units and localities to develop specific plans and organize implementation to ensure compliance with the principles of democratic centralism, promote the responsibility of leaders, publicity, transparency, and objectivity, on the basis of correctly assessing cadres according to regulations and specific cadre work requirements; strictly prohibiting the use of policies for corruption and negativity; at the same time, directing the strengthening of inspection, supervision, and prevention of violations.

Party committees and organizations in the People's Public Security have done a good job of political and ideological work, creating unity of awareness and determination in the entire force to arrange and streamline the apparatus to operate effectively, efficiently and effectively.

During the process of summarizing and proposing the policy of arranging the 3-level police force, we thoroughly assessed the tasks, carefully calculated and adjusted the division of work and decentralization to ensure clarity, synchronization, continuity, no interruption of work, no vacancy in areas or fields, no omissions or loss of tasks.

Along with promoting digital transformation, reforming administrative procedures in the Public Security sector and continuing to advise and promote the strong implementation of Project No. 06 in the direction of "promoting the reduction and elimination of unnecessary administrative procedures, changing the state of public service provision from "asking-giving" to "proactively" serving people and businesses; improving the quality of online public services throughout the process towards personalized digital services, regardless of administrative boundaries," with regular guidance and professional direction from the Provincial and Ministry-level Public Security to the commune level, there will basically be no significant difficulties or problems.

Ensure inter-sectoral coordination with the Court and the Procuracy

Regarding inter-sectoral coordination with the Court and the Procuracy, when there is no district-level police force, Minister Luong Tam Quang said that the Ministry of Public Security has coordinated with the Supreme People's Procuracy and the Supreme People's Court to research and develop a Joint Circular regulating coordination between competent agencies in criminal proceedings, management, temporary detention, temporary imprisonment and execution of criminal sentences when there is no district-level police force.

In particular, it has comprehensively resolved issues in coordination in investigation, detention, temporary detention, and execution of criminal sentences between investigation agencies and local People's Procuracy and People's Court.

At the same time, we have proactively and urgently reviewed the entire system of relevant legal documents and proposed amendments and supplements to meet work requirements immediately after the reorganization, ensuring legal consistency and not creating legal gaps that disrupt the normal operations of the police force as well as agencies, organizations, businesses and individuals.

In the immediate future, we will apply the National Assembly's Resolution to handle the content related to the organizational arrangement; next, we will proactively advise the Government and the National Assembly to issue appropriate amendments and supplements.

Taking over the functions and tasks of a number of other ministries and branches actually creates cohesion and connectivity, overcoming the situation of separation, a task previously undertaken by many agencies, reducing coordination mechanisms (for example, the judicial records section of the Ministry of Justice was previously coordinated by the Professional Records force of the Ministry of Public Security), improving the quality of work and efficiency of serving the people.
